Anniversary of Hamas’ attack on Israel, Israeli-Kazakhstan leaders exchange harsh words

According to Reuters, the psychological impact of the ongoing hostilities on the Israeli population remains profound after a year of conflict.

Avida Bachar, a farmer from the Kibbutz of Be’eri, recounted his traumatic experience from a year ago when he lost a leg and witnessed the deaths of his wife and children during Hamas’s assault on his home. He believes the resolution to the conflict lies in the complete evacuation of Palestinians from Gaza to countries that are willing to accept them, arguing that this would eliminate any future threats to Israel.

Last week, an attack in Tel Aviv by two Palestinian gunmen left seven people dead. Local resident Alex Kaidrikov, who narrowly escaped the violence, expressed his feelings of insecurity, noting a pervasive sense of unpredictability and shock in the region, particularly in light of reports that Iran had launched approximately 200 missiles toward Israel on the same day.

Who could possibly resist a ballet where the Caterpillar is represented by a dazzling chorus line of blue legs, and the Queen of Hearts performs a frenetic Tart Adage—a playful take on the iconic Rose Adagio from “The Sleeping Beauty”—while four hapless suitors fumble to keep up, awkwardly stuffing jam tarts into their mouths as they avoid her intimidating feet?

Every character, from the lively footmen to the ethereal Cheshire Cat, adds a unique charm to the stage, enhanced by Joby Talbot’s richly textured score. The dancers of the Royal Ballet expertly capture the varied emotions and vibrant colors of this production during its extended run in the repertory.

During a recent matinee I attended, first artist Viola Pantuso made a captivating debut as Alice, embodying innocence and wonder. Marcelino Sambé, portraying her romantic interest Jack, infused their partnership with tender joy. In the evening show, Francesca Hayward and William Bracewell delighted the audience with their warm chemistry and expansive, graceful dancing.

Lauren Cuthbertson, who initially debuted as Alice, transitioned seamlessly into the role of the Queen of Hearts, showcasing both technical skill and sharp comedic timing. A standout moment was Steven McRae’s return from injury, as he energized the stage with his tap-dancing Mad Hatter.

Returning to the UK for the first time since 2013, The National Ballet of Canada graced Sadler’s Wells with “Frontiers,” featuring a captivating series of works by Canadian choreographers, including the UK premiere of Crystal Pite’s stunning “Angels’ Atlas.” Design is pivotal in this piece, as designer Jay Gower Taylor and lighting designer Tom Visser create a wall of shimmering white light that shifts mesmerizingly, evoking imagery from fireworks to cracking ice.

The dancers perform in dynamic formations, pairing up to spin and collapse into beautiful cascades. The choreography continuously surprises, illustrating themes of fragility and resilience, all set against a haunting score that blends Tchaikovsky and Morten Lauridsen, leaving a lasting emotional impression.

While the other two pieces were beautifully executed, they felt less impactful. “Passion” by James Kudelka explores the modern romance of a contemporary couple navigating the intersection of love and classical dance. Emma Portner’s “Islands” poignantly delves into themes of dependency and separation, represented through the physical connections and disconnections of two dancers. The entire company performs with commendable dedication, making it a pleasure to watch.

Biden to visit Angola as global powers vie for African influence

As President Joe Biden gears up for his highly anticipated visit to Angola from October 13 to 15, 2024, this marks a pivotal moment in his presidency—his first trip to an African nation. It is also significant as the first by a sitting U.S. president since Barack Obama traveled to Kenya and Ethiopia in 2015. This visit underscores the growing attention Africa is receiving from global powers and reflects the geopolitical shifts and the continent’s wealth of minerals that are crucial for electric vehicles and battery technologies.

The timing of Biden’s visit is critical, coming just ahead of the November 5 U.S. elections as his presidency approaches its final stages. In a meeting with Angolan President João Lourenço at the White House in November 2023, Biden emphasized Africa’s importance, declaring, “No country is more important than Angola.”

Angola’s historical ties have often leaned toward Russia and, more recently, China. The ruling People’s Movement for the Liberation of Angola (MPLA) fought for independence from Portugal, and after gaining independence in 1975, it was mired in a civil war, receiving support from the Soviet Union and Cuba, while its rivals had backing from the U.S. and apartheid South Africa. Today, Russia continues to be a key arms supplier to Angola.

Ricardo Soares de Oliveira, a politics professor at the University of Oxford, points out that U.S. oil companies, particularly Chevron, have long been significant contributors to Angola’s budget, even before the collapse of the Soviet Union. “Angola’s relationship with the United States has been complex over the years, marked by both rocky moments and cooperation,” he explained.

China’s engagement with Angola has also centered around oil. Chinese banks have committed $46 billion to Angola since 2000, constituting about a quarter of their overall lending to Africa, according to Boston University data. However, with many infrastructure projects under China’s Belt and Road Initiative falling short of expectations, their focus is shifting towards smaller, greener investments and the extraction of critical minerals. In response, the U.S., EU, UAE, and others are racing to catch up.

Vital minerals like copper and cobalt can be found in abundance in Angola’s neighboring countries such as Zambia and the Democratic Republic of the Congo. A key U.S. and EU initiative to secure these supplies is the Lobito Corridor, aimed at upgrading a railway that runs approximately 1,000 miles from Kolwezi in the DRC’s copperbelt to the Lobito port. Plans are afoot to build new connections to Zambia and, eventually, to infrastructure leading through Tanzania to the Indian Ocean. It’s still unclear whether these efforts will entail partnership or competition with China, which previously committed to enhancing the infrastructure of the Tanzania-Zambia Railway (TAZARA) that it financed in the 1970s.

U.S. Secretary of State Antony Blinken recently announced that the U.S. Development Finance Corporation has allocated $250 million, with total contributions from all partners reaching $4 billion. “The U.S. is eager to catch up with China, and this project is a key avenue for doing so,” remarked Paula Cristina Roque, an expert in Angolan politics.

The U.S. is also aware of Angola’s role in promoting peace in the conflict-ridden DRC and is keen to strengthen ties with African nations that are increasingly distancing themselves from American influence amid global conflicts, including Russia’s actions in Ukraine and ongoing crises in Gaza and Lebanon. “Angola, once a strategic ally for Russia and China, has now shifted its focus toward the U.S. sphere of influence,” she stated.

Judd Devermont, who previously served as Biden’s special assistant for Africa, warns against viewing U.S.-Angolan relations solely through a lens of competition with China. “That perspective is incomplete,” he argued, noting that, while minerals play a role, they do not fully define U.S. policy. “It’s about opportunity. President Lourenço has expressed a clear desire to deepen ties with the U.S. and Europe.”

Since taking office in 2017, Lourenço—a former general educated in the Soviet Union—has shown an openness to foreign investment. However, the growing discontent among Angola’s young population over job creation presents challenges for his administration. Following the contentious 2022 national elections, there have been noticeable shifts towards the West, along with increased repression of political dissent.

Angolan journalist José Gama, currently based in South Africa, expressed disappointment in the U.S. approach. “We had expected Biden to advocate for human rights in Angola,” he remarked, reflecting on the hopefulness surrounding Biden’s commitment to combating authoritarianism as outlined in a significant speech shortly after his inauguration in 2021.

Looking ahead, as Kamala Harris positions herself for a potential presidency depending on the election outcome, her foreign policy has not diverged much from Biden’s. She emphasized during her campaign that “America, not China, must lead the competition for the 21st century.” On her visits to Ghana, Tanzania, and Zambia last year, she underscored Africa’s increasing importance.

Former President Donald Trump, a Republican candidate this election cycle, has voiced strong criticisms of China, yet his transactional approach raises questions about how he might view the Lobito Corridor if he were to return to power.

Ultimately, for many African governments, including Angola, the goal is to maximize the advantages of the increasing international interest. “Angola’s ambitions are quite conventional—they aim to forge as many partnerships as possible to leverage their relationships,” Soares de Oliveira concluded. “They prefer not to have to choose sides.”

Groundwater supply could get a boost across the Sacramento area thanks to a new project

SACRAMENTO- The Regional Water Authority is trying to make groundwater storage in our region bigger by implementing a new method to save water beneath our feet.
It’s called the Sacramento Regional Water Bank, essentially a natural aquifer that spreads out below the Sacramento Valley and foothills.
Like a bank you can save and withdraw. This water bank makes it possible to deposit and save water during wet times and withdraw it during dry times.
“We have the capacity to store twice the size of Folsom reservoir in terms of additional water supply,” Trevor Joseph, Manager of Technical Services at the Regional Water Authority (RWA), said.
After years of battling the effects of drought and climate change, our region’s groundwater is not where it needs to be.

But with this project, water districts can work on saving more underground.
“Essentially taking extra surface water supply and using wells and reversing the flow that wells normally operate and inject water into our groundwater aquifer beneath our feet,” Joseph said.
waterbank-map.jpg The Water Bank is a system of groundwater wells, pumps and pipelines that allow local water providers to pump out and refill groundwater. Regional Water Authority In excess water years, the bank would pull water from the Folsom Reservoir, American River and Sacramento River, but the amount taken would be unnoticeable to many.
“The amount of water we would be taking is a really small percentage and again it’s in a time where there’s actually excess flows in the rivers and streams, so we wouldn’t be creating any impacts,” Joseph said. “Only taking when it’s in the condition that there’s extra water available and it’s not creating any impacts for the environment or downstream users.”

By using existing infrastructure from 20 local water districts such as Folsom, Carmichael, Roseville, Sacramento and others they would be able to store extra water, naturally — without wasting it.
Through a system of of groundwater wells, pumps and pipelines that allow local water providers to pump out and refill underground water reserves to serve local water customers.
“We would take that extra surface water supply, so it’s not lost out the Golden Gate bridge as it flows out the Delta,” Joseph said.
On average, groundwater makes up 40 percent of the region’s water supply. But in drought years it can make up 60 percent.
Joseph said not having enough could impact groundwater ecosystems and homes that run on well water.
“If we aren’t managing our groundwater sustainably they can be impacted. The water level can drop below those wells and they can be impacted by overpumping,” Joseph said.
The RWA is getting the public’s input on how water banking could be expanded through early 2024. With the goal of using the groundwater bank by the middle of next year. People can submit questions and concerns direct to the Regional Water District’s website.

WCCO digital headlines: Morning of March 5, 2024 02:52 NEW YORK — Target, looking for ways to add sales, is relaunching its Target Circle loyalty program including a new paid membership with unlimited free same-day delivery in as little as an hour for orders over $35.
The loyalty program called Target Circle 360 will launch with a special offer for new members for $49 per year from April 7 through May 18. The current Target Circle program has more than 100 million members. The relaunch comes as Target aims to copy the success of Amazon’s juggernaut Amazon Prime and follow Walmart’s membership program.
Target unveiled a series of steps at its annual investors’ meeting Tuesday that aim to rejuvenate sales and traffic. Target will refresh its stores, and over the next decade, the Minneapolis discounter will build more than 300 new stores.
Separately, the Minneapolis-based discounter reported a 58% increase in fourth-quarter profits and handily beat Wall Street expectations as the retailer cut costs and maintained a lean inventory during the critical holiday season.
Revenue rose slightly from a year ago and also topped projections. Comparable sales — those from stores or digital channels operating at least 12 months — slipped 4.4%. But the declines slowed compared with the 4.9% drop in the third quarter and 5.4% drop in the second.

Target offered a cautious outlook on sales and profits.
“This is a unique moment to clarify our roadmap for growth,” Target’s CEO Brian Cornell told investors at the meeting in Manhattan.
The investor meeting comes as Target’s shoppers remain cautious about spending on discretionary items as they are squeezed by inflation and high borrowing and credit card costs.
Target is more vulnerable than Walmart and other big box discounters. More than half of its annual sales come from discretionary items like toys, fashion and electronic gadgets, things that many Americans have stopped buying.

Target has been trying to strike the right balance between offering good value while also infusing its stores with trendy goods. Last month, the retailer launched a new collection called Dealworthy which features nearly 400 everyday basics starting at less than $1, with most items under $10. They include clothing and accessories, home items and electronics.
At the same time, Target’s deal, struck last year, with designer Kendra Scott to offer exclusive collections of earrings, necklaces has resonated with shoppers. So has its new kitchenware brand under the discounter’s own label Figmint.
Target has been laser-focused on inventory levels after being burdened with heavily stocked warehouses in the summer of 2022. The inventory glut forced it to discount heavily to clear out those goods.
As for its membership program, Target will continue offering its free-to-join membership with personalized deals, member-exclusive sales throughout the year and additional perks and saving. But new for members: deals will now be applied automatically at checkout so customers don’t have to search for or add individual offers. Target said that members of the free Target Circle membership program already shop five times more and spend five times more than non-members.
Target Circle (formerly called Target RedCard) credit cardholders will be able to sign up for Target Circle 360 at $49 per year if they have their card saved to their Target profile, the company said. Customers without a Target Circle Card will pay $99 per year. Cardholders will also be offer an extra 5% offer instantly on top of the Target Circle deals.
In comparison, an Amazon Prime membership costs $15 a month or $139 annually and includes free streaming of its Amazon Video, among other perks. The Walmart Plus program for free shipping costs $12.95 per month or $98 in annual fees.
Target reported net income of $1.38 billion, or $2.98 per share, for the three-month period ended Feb. 3. That compared with $876 million, or $1.89 per share, for the year-ago period. The bottom-line results for the latest quarter well surpassed estimates of $2.42 per share, according to FactSet.

Revenue rose 1.7% to $31.92 billion, above projections of $31.83 billion.
Traffic for both stores and online combined fell 1.7% during the latest quarter, but that was an improvement from the 4.1% drop in the third quarter.
For the current quarter, Target expects a comparable sales decline of 3% to 5%. Analysts are expecting a 3.6% drop, according to FactSet. It forecast adjusted earning per share to be in the range or $1.70 to $2.10. Analysts expect $2.08 per share.
For the full year, Target anticipates comparable sales unchanged to up 2%. Adjusted earnings per share should range from $8.60 to $9.60, Target said. Analysts are expecting $9.15 per share, according to FactSet.
Target shares rose more than 11% to $167.33 in midday trading.
