Inheritor of Shiban Music in Southern Fujian- The road is at your feet and the dream is in the distance

In the village of Xiaoxia in Dongshi Town, Jinjiang City, Fujian Province, a traditional folk performance known as Shifan music has flourished for over 200 years, remaining a cherished cultural expression in Jinjiang.

“Shifan music is infused with folk elements, which makes it versatile for various occasions and creates a lively atmosphere,” said Xiao Zhenzuo, a guardian of Minnan Shifan music, in a recent interview. During this year’s Golden Week holiday, he and his students—Cai Yanyu, Cai Weijin, Xu Changqiao, and Xiao Yawen—brought over thirty performers to the “Fujian Citizens’ Grand Stage” to present “Shifan Elegance Celebrating the National Day,” generating an uplifting vibe.

Shifan music employs ten primary instruments, including the pipa, sanxian, erhu, gaohu, dizi, bili, sheng, zhaqin, and banhu, along with a variety of percussion instruments. While its repertoire is rooted in Nanyin (Southern Chinese music), it celebrates the joyful characteristics of folk music.

“The zhaqin is a hallmark instrument of Xiaoxia Shifan. It has ten strings and resembles a small guzheng, but rather than being plucked like a guzheng, it’s played between the palms and upper arms,” explained Cai Yanyu, highlighting how this ancient instrument contributes a soft and enchanting sound to Shifan performances.

When discussing the origins of Xiaoxia Shifan, Xiao Zhenzuo shared an intriguing tale: “During the Qing Dynasty, Xiao Benren and other villagers served in the military and encountered various traditional instruments throughout the country. They longed for home and began to blend these instruments with the local Nanyin style. When they returned, they established the local community group ‘Xiaoxiang Waner Xuan’ to share their newfound skills.”

Preserving folk music isn’t easy, and Shifan music was on the brink of extinction 30 to 40 years ago as younger generations in Xiaoxia prioritized making a living over maintaining the art form. However, Singaporean expatriate Xiao Congming, a passionate admirer of Minnan culture, noticed this decline and returned home to fund instrument purchases and revive “Xiaoxiang Waner Xuan,” thus supporting the continuation of Shifan music.

“Xiao often contributed to the initiative by offering one yuan for each child attending lessons,” Xiao Zhenzuo recalled, smiling at the memory. This amount was significant at the time, attracting many children from the village to learn this art. Xiao Congming frequently attended classes and even joined in on performances with his sheng and xiao.

Coming from a family rich in Shifan tradition, Xiao Zhenzuo began teaching his peers the fundamentals of Shifan music at a young age. At its height, he taught nearly 60 children, many of whom became pivotal members of “Xiaoxiang Waner Xuan.”

Over the years, while many of these students ventured onto different paths, they would return during festivals to perform together, leading to Xiao Zhenzuo’s concerns about the future of Shifan music. Encouraged by local supporters like Xiao Qingqi from the Jinshan Traditional Culture Promotion Association and leaders such as Huang Tianpei from Jinshan Central Primary School, he introduced Shifan music into the school curriculum in 2009.

For the past fifteen years, Xiao Zhenzuo and Cai Yanyu have dedicated themselves to educating successive generations, guiding students from their first exposure to Shifan music to mastering it, even forming ensembles that perform in neighboring cities like Quanzhou and Putian, earning numerous accolades and inspiring other intangible cultural heritage projects to be incorporated into educational institutions.

Xiao Zhenzuo noted that passing on Shifan music faces significant challenges, with a major concern being the lack of qualified instructors. “The unique blend of instruments in Shifan music requires multiple skilled music educators. Right now, it’s just my disciples and a few teachers at the school, which is far from enough. This is a problem nationwide.”

“Nevertheless, I’m optimistic about the future of Shifan music, especially with its introduction in schools,” he asserted. “Over the years, my disciples and I have taught thousands of students the basics of Shifan music, and even if just one percent of them develop a true passion for preserving the tradition, that could mean dozens of future custodians, elevating the art form.”

“The journey has begun, and the dream is within reach,” Xiao Zhenzuo stated as he prepares to establish a Minnan Shifan Training Center. He firmly believes that the commitment he has invested over the years will bear fruit, ensuring that Minnan Shifan music finds a renewed place and direction amidst modernity, thriving for generations to come.

PWAN Champion’s third anniversary was not merely a celebration of past accomplishments but a testament to the company’s vision for growth, empowerment, and global influence. 18, St Andrews- ‘Smells of newly pumped testosterone’ – restaurant review

At 18, the upscale restaurant perched atop the Rusacks hotel in St Andrews caters to golf enthusiasts with its massive steaks, yet there are inventive dishes that may leave diners feeling unsatisfied. On a bustling weeknight, the atmosphere buzzes with middle-aged men—many hailing from the U.S.—exchanging stories and laughter while enjoying views of the legendary 18th hole of the Old Course, the oldest golf course in the world.

However, the dining experience feels more like crowd control than genuine hospitality. Upon our late arrival, we’re greeted with the indifference typical of someone at the end of a long shift. Despite the charming decor of wood paneling and green leather booths, the chaos behind the open kitchen is palpable, where cooks tirelessly grill giant tomahawk steaks that could rival the size of small countries.

The menu prominently showcases a variety of Aberdeen Angus steaks, some displayed in a backlit aging cabinet with price tags to match. While the restaurant touts culinary aspirations under the guidance of new executive chef Billy Boyter, known for his Michelin-starred experience at the Cellar in Anstruther, the core clientele seems primarily focused on one thing: a hefty serving of beef.

We decide to explore some non-steak options that hint at Boyter’s potential. The £13 starter of pig’s head on toast sounds intriguing but ultimately disappoints. The toast is a dry, unappetizing slab of pumpernickel, accompanied by a lukewarm lump of pork, and the promised piccalilli appears to have vanished, leaving just a smear on the plate. The £18 scallops are also overcooked, devoid of the smokiness promised in the sauce, instead presenting an overly acidic flavor that suggests a preparation error.

As we progress to the main courses, things don’t get any better. My £40 grilled lemon sole is well-prepared, but unfortunately overcooked and oversalted. The accompanying lemon butter resembles more of a grease puddle than a sauce. While the duck breast boasts a crispy exterior, it’s disappointingly pink within, raising concerns about the sous-vide cooking method. The vegetable sides, including cabbage paired with what tastes like store-bought chili ketchup, do little to enhance the meal.

On a positive note, the rock oysters stand out—plump and fresh, although the dressing doesn’t quite hit the mark. A sticky toffee pudding and a well-executed baked Alaska provide small highlights, but by the end of the meal, these feel more like afterthoughts than the stars of the dining experience.

As we wrap up, we find ourselves surrounded by a lively table of golfers who treat the dining area like a casual social gathering. While the attentive young staff manage the chaos commendably, the noise level makes me long for a quieter environment as I eagerly call for the elevator.

In the grand scheme, the restaurant seems to cater primarily to the influx of American golfing tourists, and while they might revel in the lively atmosphere, it often overshadows any culinary excellence the kitchen strives to deliver.

In other restaurant news, the UK branch of Karen’s Diner has recently closed, resulting in job losses and leaving ticket holders in a difficult position. Meanwhile, acclaimed Italian chef Carlo Cracco is set to launch his first UK restaurant at Eataly in London next month. Additionally, on the Cornish horizon, chef Chris Eden, formerly of Gidleigh Park, is preparing to unveil a new autumn menu at the Watergate Bay hotel.

Court Orders INEC to Recognise Abure-Led Labour Party, Extend Party Dues to It

In a recent ruling, the Federal High Court in Abuja has sided with the Labour Party (LP), instructing the Independent National Electoral Commission (INEC) to officially recognize the party under Julius Abure’s leadership as a legitimate political entity in Nigeria. Justice Emeka Nwite announced the verdict in response to a lawsuit the LP filed against INEC.

Following the court’s decision, Abure celebrated the outcome as a crucial win for justice and democracy. “I express my heartfelt gratitude and extend forgiveness in light of our significant victory at the Federal High Court. Justice Emeka Nwite has reaffirmed our leadership by recognizing the results of the Labour Party convention that took place in Nnewi, Anambra State. This victory transcends personal gain; it embodies justice and democracy, demonstrating that the rule of law prevails and affirming the legitimacy of our party’s leadership,” he commented.

However, despite the positive ruling, Peter Obi, the LP’s presidential candidate for the 2023 elections, along with Abia State Governor Allex Otti and the caretaker committee led by Senator Nenadi Usman, have decided to appeal the court’s judgment. Usman remarked, “This evening, I convened with His Excellency Mr. Peter Obi, Governor Alex Otti, and Senator Darlington Nwokocha to discuss today’s ruling. The case originated before the formation of the caretaker committee, yet we have resolved to join forces and pursue an appeal.”

The case arose from INEC’s failure to issue necessary training notices for party agents before the upcoming Ondo State gubernatorial election, set for November 16, 2024. The court found INEC’s inaction unlawful, violating the Electoral Act, and mandated the commission to provide the required notices and access codes to the Labour Party.

Recently confirmed as the legitimate leader of the LP, Abure expressed his appreciation for the judiciary’s role in upholding justice amid outside pressures. He also conveyed a message of forgiveness to those who attempted to undermine the party, stating, “I forgive those who tried to tarnish my character and the party’s reputation. I hope they will take time to reflect on their actions, seek reconciliation, and make amends.”

In a moment of uncertainty for the party, Abure has called on Obi to assist in unifying the Labour Party. As both factions strategize their next moves, they are urging members to remain calm and focus on reconciliation efforts moving forward.

In addition to good voice, you also need to have high acting skills. It is not easy to be a bilingual voice actor

**Interview with Bilingual Voiceover Artist Angela Liu**

Living in Los Angeles, Angela Liu, a bilingual voiceover artist originally from Shenzhen, is the embodiment of a dream career where passion meets profession. She feels fortunate to have found a job that feels more like play than work. Every morning, her first act is to check her phone for new projects, and she revels in the pure joy of her industry.

Liu’s journey began with film directing and production in the U.S. However, a friend introduced her to a unique opportunity: providing Chinese voiceover for a sightseeing bus, where she narrated a biblical story. After recording, the producer remarked, “You have a talent for voice acting. Have you considered pursuing it professionally?” This sparked a new path for Liu, especially as her focus shifted after becoming a mother. With a background in radio and a husband who is a sound engineer, she began exploring the possibility of a career in voiceover.

Starting from small gigs on freelance platforms, Liu gradually became a member of professional voiceover communities, building her experience and network. This led to a diverse array of projects, showcasing her talent in various fields, from video games and animated films to advertisements and educational videos. In fact, many of the media we encounter daily are supported by professional voice talent, including the sound effects of casino slot machines, all of which Liu has voiced.

In addition to her freelance projects, Liu also produces and directs audiobooks and radio dramas. Her latest work, “The Gang,” stands out as it features three different voice actors bringing the book to life, setting it apart from typical audiobook productions.

Over the past year, one topic that has permeated the film and television industry is the impact of artificial intelligence (AI). Liu observes the rapid advancement of AI, noticing how AI-generated voices have evolved from being easily identifiable to increasingly human-like and emotional. This raises concerns about whether it will become difficult to distinguish between real voices and AI-generated ones, which could threaten voiceover jobs. However, from her perspective as a producer, Liu sees AI as a powerful tool that can streamline the production process by allowing voice actors to make quick corrections with mutual consent, making it a welcome technological advancement.

As a bilingual voiceover artist in America, Liu finds that the benefits outweigh any drawbacks. She appreciates the growing representation of diverse ethnicities in American society, where casting for voice actors aims to reflect genuine voices from various communities. For projects targeting Chinese audiences, they specifically seek out voice actors with a Chinese accent, ensuring authentic representation. Liu believes that her bilingual advantage and clear positioning in the market actually enhance her competitiveness when searching for new opportunities.

Having spent six years in the voiceover industry, Liu expresses her love for the community around her. “Many voice actors enjoy gaming, watching animations, and reading; we’re just indulging in what we love,” she shares. Most voice actors work other jobs during the day, fitting in recording sessions before or after work, driven more by passion than necessity. The camaraderie in the voiceover industry is notable, characterized by mutual support, kindness, and a shared commitment to personal growth and continuous learning.

Looking ahead, Liu hopes to secure roles in motion capture for large video games, where she can both perform and lend her voice. For her, finding joy in work is paramount. “I feel lucky that my job doesn’t feel like work; it feels like play. I hope more people can experience that joy in their careers.”

Cultural exchanges between China and Latin America extend across mountains and seas (Global Hotspots)

The recent 2024 China-Latin America Youth Development Forum and International Youth Cultural Exchange Dialogue took place in Dunhuang, Gansu, bringing together nearly 70 youth representatives from Latin America and the Caribbean to interact with Chinese youth scholars and entrepreneurs. The focus of the discussions was on “strengthening cultural exchange and working together for common development.”

Despite the considerable distance between China and Latin America, the two regions share a long and vibrant history of friendship and cultural exchange, which continues to thrive today. This forum highlighted the ongoing efforts to enhance cultural collaboration and foster deeper ties.

Dunhuang’s significance as a historical crossroads along the ancient Silk Road facilitated a blend of Eastern and Western cultures. During the Han Dynasty, Dunhuang County was established, evolving into a vital center for trade and culture in the Sui and Tang Dynasties. The recent forum marked yet another chapter in this legacy of cultural exchange, allowing young participants to share innovative ideas and invigorate cultural cooperation.

Yared Rizk Covarrubias, chair of the Chinese New Year Cultural Festival at Mexico’s National Art Center, expressed his enthusiasm: “I’ve developed a keen interest in history thanks to China’s profound culture, and I am eager to learn more about the cultural traditions of Mexico. I hope to have more opportunities for deeper exchanges with my Chinese friends in the future to solidify our friendship and enhance our understanding.”

Joan Alfa, director of the Office of the Governor of San Martin in Peru, emphasized the shared heritage between Peru and China. “Both nations inherit ancient, magnificent civilizations, rich in cultural heritage and historical sites,” she noted. “The strong cultural ties connecting us provide immense benefits through mutual exchange.”

The foundation of strong diplomatic relations lies in interpersonal connections, which flourish through shared understanding. The collaboration between China and Latin America embodies this spirit of friendship and cooperation, echoing the bonds formed along the Silk Road. Fostering educational exchanges, cultural cooperation, and grassroots interactions enhances a vibrant cross-cultural dialogue.

The Belt and Road Initiative is playing a crucial role in promoting people-to-people exchanges. In 2017, Latin America officially joined the initiative, with Panama being the first country to sign a memorandum of understanding. Currently, China has established roughly 180 sister city relationships with 17 Latin American and Caribbean nations, leading to an increase in student exchanges and diversifying cultural interactions.

The China-Latin America Forum has proven to be a strong platform for cultural exchanges, with cooperative dialogue covering various fields over the past decade, including infrastructure, technology, agriculture, and youth initiatives. Recent programs, like the China-Latin America News Exchange Center and “China-Latin America Cultural Exchange Year,” have further enriched the friendship between the regions.

In 2023, cultural collaboration intensified, highlighted by a new group of Latin American journalists visiting China for training and a cultural carnival held in Beijing, which attracted ambassadors and representatives from several Latin American countries.

Argentine Ambassador to China, Marcos Zuvic, commented on the cooperation between the two regions, stating, “China and Argentina have become a model for cooperation among emerging markets and developing countries, particularly in Latin America. One of my core missions is to bring our two peoples closer together.”

The enthusiasm for cultural exchange continues to grow. Diego Pérez, a 16-year-old student from Chile, recently excelled in the “Chinese Bridge” competition, showcasing his passion for the Chinese language through a Sichuan opera performance. “Chinese is truly a unique and fascinating language, and I am deeply attracted to Chinese culture,” Pérez shared, hoping to inspire others to learn the language and promote Chilean culture in China.

The historical exchanges between China and Peru can be traced back over 400 years, beginning with early Chinese immigrants. In Lima, a renowned Chinese restaurant, “CHIFA UNION,” celebrates its centenary this November, a testament to the enduring influence of Chinese culture in Peru.

As cultural collaboration deepens, more Latin American countries recognize the Belt and Road Initiative as an essential platform for international cooperation. With these two rich regions drawing closer, the path of friendship and collaboration across the Pacific is destined to broaden, fostering deeper understanding and more diverse exchanges between the peoples of China and Latin America, ultimately contributing to the vision of a community with a shared future.

Chairman of the Hungarian Automobile Dealers Association- Abuse of protectionism is not conducive to the development of the EU’s electric vehicle industry

In a recent interview with a national broadcaster, Gabor, the president of the Hungarian Automobile Dealers Association, shared his views on the European Union’s decision to impose tariffs on Chinese electric vehicles. Gabor criticized this approach as a misguided use of protectionism that reflects the EU’s struggles in the electric vehicle sector. He highlighted that the only productive way forward is for the EU to foster dialogue and collaboration with China.

“The EU struggles to understand that the automotive landscape has transformed dramatically in just a few years,” Gabor explained. “Instead of grasping this reality, the immediate response seems to be a sense of confusion about the industry and a belief that we need time and protectionism to save ourselves. That’s a flawed perspective; history has shown us that protectionism has never been a successful solution. Ultimately, the choices consumers make and what they can afford will determine the market.”

He emphasized that Europe used to dominate the traditional fuel vehicle market, but times have changed. “China is now the leader in electric vehicles,” he pointed out, urging the EU to adjust its mindset in light of this shift. Gabor noted that while Chinese electric vehicles have gained immense popularity in Europe, many EU countries hesitate to acknowledge this reality, opting instead to impose tariffs under the guise of protectionism. He argued that such actions do little to revitalize the stagnating EU electric vehicle industry.

Discussing recent developments, Gabor highlighted China’s significant investments in electric vehicle manufacturing in Hungary, which has created mutual advantages for both parties. He firmly believes that cooperation and negotiation with China are the only paths forward for the EU.

“The only way to resolve these challenges is through dialogue,” Gabor asserted. “From what I understand, the EU is also keen on reaching an agreement with China. For our future solutions, collaboration is essential. Neither the EU nor China wants a trade war, so our path forward must involve ongoing negotiation.”

16, benefiting 430,000 people

Starting October 16, healthcare workers in California will gradually see increases in their pay. Originally set to take effect on June 1, the raise was delayed due to the state’s financial difficulties. However, with funding now secured, the salary increase will roll out, eventually reaching $25 per hour. This move is expected to benefit approximately 426,000 workers, including medical assistants, administrative staff, janitors, and food service workers.

Michelle Baass, director of the California Department of Health Care Services, sent a letter to the legislature on October 1, confirming that, barring any unforeseen circumstances, the pay increase plan for healthcare workers will begin in 15 days. Salaries will gradually increase based on the position and hospital.

In 2023, Governor Gavin Newsom signed Senate Bill 525, approving the gradual salary increase for healthcare workers to $25 per hour. The initial implementation date was postponed due to financial challenges, as the state would need to allocate $1.4 billion for the first six months. However, Newsom assured that once federal funding was secured, the plan could be put into action, prompting the announcement of the October 16 start date.

While some facilities began the pay increase on June 1, most had to wait for the state’s official announcement. Once the pay raise takes effect, staff at large hospitals can expect their salaries to start at $23 per hour, while workers at smaller and rural facilities will begin at $18. Some will not reach the $25 per hour mark until 2033.

Senator Maria Elena Durazo, who helped draft the bill, expressed gratitude for the support received and emphasized that low wages, compounded by the impacts of the COVID-19 pandemic, posed significant challenges for patient care. It will require dedication from caregivers, medical assistants, clinic staff, hospital janitors, and other essential workers to tackle the issue of low wages.

According to estimates from the UC Berkeley Labor Center, around 426,000 individuals will benefit from this wage increase. This marks the second major pay increase for specific industry workers during Newsom’s administration; fast-food employees saw their hourly wage rise to $20 in April, while other industries are set at a minimum of $16 per hour.

Yvonne Martinez, a hospital cleaner at Doctors Medical Center in Stanislaus County, shared her thoughts with CalMatters, stating, “The pay raise is long overdue. I’ve been living paycheck to paycheck for 14 years, and $20 an hour is hardly enough to get by. Many of my colleagues still have to take on second jobs.”

Anti-Semitic and Muslim violence erupts, New York City Department of Education launches anti-hate hotline_1

On October 7, the city’s Department of Education addressed the rising incidents of anti-Semitism and discrimination against Muslims on school campuses. In addition to its existing online complaint system, the department has introduced an anti-hate hotline to assist students and staff in reporting issues more efficiently.

This new hotline, which coincides with the anniversary of the Israel-Hamas conflict, is staffed by department personnel and can be reached at (718) 935-2889. It’s available Monday through Friday from 8 a.m. to 6 p.m. Callers have the option to remain anonymous, although providing a student or employee ID can help expedite their reports. The department’s online complaint portal has been in place for four years and will continue to handle incidents of hatred, harassment, and discrimination in schools.

Since the Israel-Hamas conflict escalated on October 7, 2023, tensions have surged among students with differing views on the issue, leading to an increase in hate-related incidents. The previous school year saw 440 reported instances of hate, harassment, or discrimination related to race or nationality, representing a 30% spike from the previous year. There were also nearly 290 reports connected to religious discrimination, with an alarming 78% increase. A recent school survey revealed that about 40% of middle and high school students witnessed harassment based on race, ethnicity, religion, or immigration status—up from 30% before the pandemic.

Incoming Education Director Melissa Aviles-Ramos expressed the department’s commitment to a zero-tolerance policy regarding hate incidents, stating that the new anti-hate hotline “will help ensure that incidents of hate, harassment, and discrimination are reported and addressed.”

Additionally, the “Meeting the Moment” initiative, launched as a response to the Israel-Hamas conflict, will be unveiling new measures timed with the anniversary of the conflict. This fall, new anti-discrimination training focused on anti-Semitism and discrimination against Muslims will be introduced for staff. Furthermore, a new curriculum titled “Hidden Voices,” which shines a light on overlooked historical figures, is set to be implemented before the end of the school year, exploring topics related to American Muslims and Jews. The city is also encouraging schools to arrange museum visits for students to enrich their understanding of diverse cultures and histories.
