On October 18, the Sichuan Provincial Commission for Discipline Inspection and Supervision announced that, following approval from the Sichuan Provincial Committee, they have initiated an investigation into He Xiaochun, the former Party Secretary and Chairman of Sichuan Port and Shipping Investment Group Co., Ltd., for serious violations of discipline and law.
The investigation revealed that He Xiaochun had abandoned his ideals and beliefs, strayed from his original mission, and engaged in cliquish behavior within the Party. He has been accused of being disloyal and dishonest, deliberately resisting organizational scrutiny, and failing to report personal matters as required. Furthermore, he violated ethical standards by illegally accepting gifts, displayed unchecked greed by misappropriating a substantial amount of public funds for personal use in collusion with others, and engaged in corrupt practices with illegitimate business partners, trading influence for money.
He Xiaochun’s serious violations of Party discipline are classified as misconduct in office and involve allegations of embezzlement and bribery. Notably, his actions persisted even after the 18th National Congress of the Communist Party, indicating the severe and egregious nature of his conduct, which warrants strict disciplinary actions. Consequently, the Provincial Commission determined, following a session of the Standing Committee and with provincial approval, to expel He Xiaochun from the Party and remove him from public office. His illicit earnings will be confiscated, and the matters concerning his alleged criminal actions will be referred to prosecutorial authorities for legal review and prosecution, along with any associated assets and their proceeds.
