The Guardian community team is keen to connect with individuals working in warehouses across the UK. With major companies like Amazon, Asos, Boohoo, Tesco, and Ikea expanding their operations, warehouse jobs have become a vital component of the British economy. Data from the Office for National Statistics reveals a significant rise in the number of warehouse workers, climbing from 81,000 in 2010 to 284,000 in 2023.

However, many warehouse employees have raised concerns about difficult working conditions and questionable practices at various facilities. An investigation by the Observer highlighted issues faced by some workers on zero-hours contracts, including underpayment and a lack of holiday pay.

The city’s top police officers gathered for the anti-hate protest in Chinatown. The first municipal meeting was held at Victory Hall.

On June 22, key officials from the San Francisco city government, the police department, and the district attorney’s office convened in Chinatown for the inaugural “Civic Forum in Chinatown.” Co-hosted by the Chinese Consolidated Benevolent Association, Wah Ying Club, and SFCAUSE, the event centered on pressing issues such as public safety, anti-Asian hate, theft, drug-related problems, and homelessness.

By 10 AM, Victory Hall, which has a capacity of 200, was completely filled. A defining moment of the forum was the chance for residents and small business owners to pose direct questions to city leaders regarding the challenges facing their community. Notably, this gathering marked a historic first for Chinatown, as it utilized AI technology for real-time translation, eliminating the need for an in-person interpreter and significantly enhancing participation from monolingual attendees.

San Francisco Mayor London Breed, District Attorney Brooke Jenkins, and Sheriff Bill Scott expressed their appreciation for the strong community turnout. Also present were city attorney David Chiu and representatives from organizations such as the Oakland Chinatown Chamber of Commerce, Blue Angels Oakland Volunteers, Chinese Industrial Fund, California Tenants Union, and the Jewish Community Relations Council, among others.

Chen Guoqing, acting chairman of the Chinese Consolidated Benevolent Association, shared that the forum’s aim was to create an environment for open and constructive dialogue about community issues. Lee Tianshou, chairman of the Wah Ying Club, highlighted the ongoing occurrence of hate violence, pointing out that interventions from the city and law enforcement have been inadequate. He passionately urged the community to engage in more direct dialogue with city officials to express a sense of urgency.

Special guests included Vicha Ratanapakdee’s daughter, whose 84-year-old father was tragically pushed to the ground from behind by a 19-year-old in 2021, resulting in his death. This incident is recognized as one of the most significant hate crimes against elderly Asians during the pandemic, and the case remains unresolved.

Sasanna Yee, granddaughter of another victim, 88-year-old Yik Oi Huang, was also in attendance. Huang suffered severe injuries after being violently attacked by an 18-year-old while walking in a park in 2019, ultimately passing away after extensive treatment.

Although the FBI reported a 30% decrease in anti-Asian hate crimes in 2023, Mayor Breed remarked that such statistics are hollow if the Asian community continues to feel unsafe. She stressed the necessity of public safety for the Chinese community and the entire city and reaffirmed her dedication to working alongside law enforcement to secure safety.

Breed also highlighted community partnerships, mentioning that the city has made significant investments in senior transportation services, enabling 2,500 elderly residents to accumulate 32,000 hours of commuting last year.

District Attorney Jenkins addressed the historical tensions between the DA’s office, the Mayor’s office, and the police, which have complicated the processes of solving, arresting, and prosecuting crimes. However, she pointed out that currently, all three departments are united in their focus on combating hate crimes, particularly those targeting the elderly, ensuring that offenders are held accountable.

Sheriff Scott discussed proposals E and F, introduced by the Mayor and successfully passed, which greatly enhance police enforcement authority, especially regarding the use of surveillance cameras and drones.

In response to a recent robbery of a woman in Chinatown that was captured on nearby business security cameras, Scott addressed public concerns. He clarified that while video evidence is typically withheld from the public during investigations, it will be shared if public assistance is needed in identifying suspects, as in this case. He emphasized the police’s commitment to balancing the protection of victims’ privacy with transparency about evidence and case developments.

Furthermore, the organizers offered free surveillance equipment to small business owners to bolster community policing efforts.

Labour’s workers’ rights plans can win over Tory and Reform voters, says TUC

Trade union leaders are currently in final discussions with ministers regarding the highly anticipated employment rights bill set to be unveiled this Thursday. This landmark legislation aims to provide new rights to around 7 million workers across the UK.

In a meeting on Tuesday with ministers, trade union officials sought to secure last-minute amendments before the bill’s official announcement. According to the Trades Union Congress (TUC), this comprehensive overhaul of workers’ rights could resonate with disillusioned Conservative and Reform voters, offering Labour a chance to reshape its narrative about the government’s achievements.

Paul Nowak, the general secretary of the TUC, highlighted the widespread appeal of Labour’s proposed initiatives for workers’ rights. He stated, “People are yearning for secure, decent jobs after 14 years of stagnant living standards. The government’s pledge to make work pay would boost incomes and improve job quality across Britain. It’s essential to move away from the Tories’ low-rights, low-pay mentality that allows responsible employers to be undermined by the irresponsible ones. We need to make work rewarding again.”

This bill marks one of the most significant revisions of labor rights in recent times, featuring provisions for immediate maternity leave and sick pay from the first day of employment, a ban on zero-hours contracts unless specifically requested by employees, and an end to fire-and-rehire practices.

The legislation will also reassess policies regarding parental and bereavement leave while enhancing union access to workplaces. TUC polling shows substantial support for extended maternity rights, sick pay, and protections against unfair dismissal, with two-thirds of respondents endorsing the elimination of fire-and-rehire strategies and zero-hours contracts.

Keir Starmer has committed to introducing this bill within the first 100 days of a Labour government, marking a critical first step in a long consultation process.

On Tuesday, union leaders met with Business Secretary Jonathan Reynolds, hoping for what would be the final discussions before the bill’s release. While some concerns exist regarding provisions tied to zero-hours contracts, it’s expected that most major unions will back the bill.

The legislation will grant new “day one” rights to millions of workers, notably including maternity leave—which previously required at least six months of service—and sick pay, which has until now been unavailable until the fourth day of illness. Workers earning less than £123 a week will still be exempt from sick pay. Additionally, the new measures will allow claims of unfair dismissal starting on the first day of employment, a notable shift from the previous two-year stipulation.

Reynolds and Chancellor Rachel Reeves have faced considerable lobbying from the business community concerning these plans. During the Labour conference, Reynolds addressed various concerns, clarifying that many of the apprehensions voiced by business leaders were based on misconceptions. He asserted that the proposed legislation would align with practices already adopted by ethical employers.

Further changes to pay structures are also on the horizon, including a reassessment of the Low Pay Commission’s responsibilities to better reflect living costs and the removal of age-related pay bands to establish a uniform minimum wage for all adults. However, some rights once promised by Angela Rayner are expected to be introduced as guidelines rather than formal legislation, such as the right for employees to disconnect from work communications after hours.

Lastly, the new legislation will introduce guidelines for probationary periods, allowing employers a six-month timeframe to terminate contracts based on performance issues, although this provision would not necessarily exclude circumstances leading to claims of unfair dismissal.

Despite her optimism, critics argue that she has not effectively addressed China’s growing influence. Republican Congresswoman Carol Miller from West Virginia noted, “We haven’t seen any trade agreements reached, nor any negotiations aimed at expanding free trade agreements.” She stressed that “the U.S. is falling behind compared to China’s ambitious plans.”

However, economists warn that high tariffs have resulted in job losses in manufacturing and a downturn for small businesses, leading to a workforce transition from manufacturing to the service sector. Mary Lovely, a senior fellow at the Peterson Institute for International Economics, commented, “Tai seems focused on one straightforward issue: placing the blame on China as the ‘bad guy.’”

In collaboration with Asian allies, the White House has been promoting the Indo-Pacific Economic Framework, initially designed to counter China’s influence but now shifting its focus toward labor rights and environmental concerns. Tai explained, “We are essentially crafting a new trade policy to create a future developmental model for globalization.”

Tai pointed out that the U.S.-Mexico-Canada Agreement (USMCA) includes specific mechanisms to hold companies accountable for labor rights violations. By the end of September, 28 investigations had been initiated, with 25 completed, positively affecting 30,000 Mexican workers. “By establishing labor rights mechanisms in Mexico, we ensure that American workers are not forced to compete with exploited labor from neighboring countries,” Tai said.

While Trump celebrates the USMCA as one of the major achievements of his presidency, Tai insists that trade protections and rights must extend beyond mere agreements: “Unless these agreements are actively implemented, they are just words.”

To address these challenges, the researchers have put forth several policy recommendations, urging local governments and public service agencies to improve language support services, especially in critical fields such as emergency medical services, law enforcement, and legal aid. Additionally, the study advocates for more language and cultural adaptation programs to assist new immigrant families, enabling quicker integration and encouraging active participation in public life. Furthermore, the researchers call for increased Asian representation in government and other public sectors to help bridge cultural and linguistic divides and enhance accessibility and equity in public services.

Chien-Hsu Chih, a seasoned political campaigner, underscored the study’s potential benefits for the Asian community in accessing government resources and informing candidates’ campaign strategies. “More than a decade ago, it was rare for non-Asian candidates to translate even a few campaign materials into Chinese or engage with the Chinese community before elections. Today, candidates must not only employ staff who are attuned to the community’s languages and cultures, but they also need to deeply engage with community members to uncover the issues that truly matter and adopt appropriate positions. Having Chinese language materials has become nearly essential, underscoring the considerable influence of the Chinese community,” Chih emphasized.

North Hempstead Councilwoman Laura Schaefer also spoke to the significance of the survey in advocating for necessary resources. “Data holds incredible power. Without specific data, we struggle to secure the resources our community rightfully deserves. That’s why I wholeheartedly support this organization—they are compiling invaluable data on the needs of the Asian community.” She further expressed her intention to leverage the insights from the report to provide relevant support to the Asian community.

Milpitas City Council member and former board member of the Milpitas Unified School District, Hon Lien, draws from her rich cultural heritage, which blends Chinese and Vietnamese influences, to reflect on her remarkable journey. Immigrating to the United States at the age of 13, Lien has emerged as a successful businesswoman dedicated to public service and community betterment. Last November, she proudly announced her candidacy for mayor. Her experiences resonate with many first-generation Asian immigrants, showcasing her determination to overcome the challenges posed by cultural differences and navigating a male-dominated business landscape, all while fiercely embracing her Asian identity. In the wake of rising anti-Asian sentiments, Lien is committed to spreading messages of love and unity among the diverse ethnic communities in Milpitas, ensuring that fear has no place in her city.

“My name, which my father gave me, means ‘phoenix,'” Lien shares enthusiastically. “It brings me joy to embrace my Chinese name.”

When asked about the parallels between Chinese and Vietnamese cultures, Lien highlights shared celebrations of the Lunar New Year, lantern festivals, and similar culinary traditions. “My mother is of mixed heritage—half Chinese and half Vietnamese—so we typically converse in Chinese at home, cherishing the rich tapestry of both cultures.”

As the tenth of twelve siblings, Lien recalls her family’s harrowing escape from war-torn Vietnam to Malaysia. Nearing land, their boat faced disaster as it began to sink; her brother swam alongside her for about twenty minutes to reach safety. After spending 13 months in a refugee camp, they finally arrived in the United States in 1979.

At the young age of 19, Lien and her brother launched a seafood wholesale business in Sunnyvale, California, a venture they sustained for 18 years. She also acquired a supermarket in Mountain View and opened a factory back in Vietnam. “Being a woman, a minority, and just 19, I encountered countless obstacles in keeping my business alive,” Lien reflects. “Many people doubted my abilities based on my age and appearance.”

With nearly 70% of Milpitas’ population identifying as Asian, Lien is resolute in her commitment to ensuring that anti-Asian sentiments do not weaken the community’s cohesion. “As an Asian woman, I refuse to feel targeted when I step outside my home or walk in public. Hate crimes have no place in our society, and everyone deserves equitable treatment.”

Lien points out that the struggle against hate goes beyond the Asian community. “A friend of mine, who is Jewish, and his Japanese wife, have also faced hate and discrimination.”

She believes that the absence of goodwill and love among different ethnicities fuels these hate crimes. Milpitas boasts a rich diversity, and Lien is determined to cultivate cross-cultural communication. “Once we start talking to each other, understanding and support will naturally follow.”

Emphasizing the importance of approaching negativity with caution, Lien advises against direct confrontations, which can escalate into violence. Instead, she advocates for continued support for law enforcement by ensuring they have the resources necessary to maintain public safety. Moreover, she promotes transparency in policing and governance by advocating for online platforms that improve community access to public resources and policies.

Despite Milpitas being recognized as one of the happiest cities in the U.S. for several years, it grapples with staffing shortages. Lien notes that many city leaders have departed recently, posing challenges to the stability and efficiency of public services. If elected mayor, she is committed to streamlining governance, actively listening to community concerns, and prioritizing issues like public safety, homelessness, and affordable housing.
