Turkish Airlines captain dies suddenly after takeoff, flight makes emergency landing in New York_1

On October 9, CBS reported a tragic incident involving Turkish Airlines flight TK204, which was en route from Seattle to Istanbul on the evening of October 8. Shortly after takeoff, the 59-year-old captain, Ilcehin Pehlivan, suddenly collapsed. The first officer was forced to make an emergency landing in New York, where the captain was later pronounced dead.

Yahya Ustun, a spokesperson for Turkish Airlines, confirmed that Captain Pehlivan was piloting an Airbus A350, which took off from Seattle at 7:02 PM. However, shortly after departure, he lost consciousness.

The statement described the situation as an “emergency,” indicating that Captain Pehlivan lost awareness during the flight. Efforts were made by the crew to revive him, but unfortunately, their attempts were unsuccessful. The first officer ultimately made the crucial decision to divert the flight to New York, but tragically, Captain Pehlivan was declared dead before the aircraft arrived there.

Flight tracking website FlightAware noted that as the flight was flying over Northern Canada eight hours after takeoff, it abruptly changed course toward New York.

The Federal Aviation Administration (FAA) released a statement confirming that the flight safely landed at John F. Kennedy International Airport at 6 AM on October 9, following the captain’s medical emergency.

Ustun shared that Captain Pehlivan had been with Turkish Airlines since 2007 and had passed a medical examination in March of this year, with records showing no health issues that would impede his duties.

In closing, the airline expressed deep sorrow over the loss of Captain Pehlivan, extending heartfelt condolences to his family, colleagues, and friends.

Turning winter leisure into winter busy, autumn and winter planting in Dong’an, Hunan Province broadens ways to increase income

On October 17, 2023, in Yongzhou, China, the agricultural sector is gearing up for the crucial autumn and winter planting season, a key component of the year-round farming cycle. Villagers in Dong’an County are actively engaged in preparations for next year’s grain and oil production.

In Youjiangqiao Village, located in Baiyashi Town, agricultural technicians are installing physical pest control measures. “After the rice harvest wraps up by late September to early October, we quickly rotate the land for planting rapeseed and vegetables, which helps villagers find jobs right in their own community,” explained Huang Huizhan, a technician from the Agricultural Comprehensive Service Center in Baiyashi Town.

To effectively advance agricultural production in the autumn and winter, Baiyashi Town has implemented a strategy that combines manual labor with agricultural machinery. With 39 villages tailoring their approaches, the community is steadily promoting intercropping practices such as “rice-rice-oil” and “rice-rice-vegetables,” optimizing land resource utilization.

Particularly noteworthy is the town’s focus on developing facility agriculture. This has enabled standardized planting, scaled operations, extended supply chains, socialized services, and branded marketing, all contributing to the high-quality development of greenhouse crops and enhancing agricultural productivity.

“By concentrating on high-efficiency greenhouse income, we have established exemplary agricultural demonstration sites for autumn and winter. We’re promoting a range of replicable and recommendable green, standardized techniques and social service models, which improve the comprehensive production capabilities of greenhouses. In our town, all 14 greenhouses have achieved a 100% utilization rate, contributing at least 20,000 yuan to the village collective from each greenhouse,” said Zhou Shanguang, the deputy mayor in charge of agriculture in Baiyashi Town.

In Yongxing Village of Jingtouwei Town, over 100 acres of vibrant vegetables are being cultivated. “This year, we encouraged large-scale growers to lease land as early as August. Villagers receive 400 yuan per acre in leasing fees and can also work in the vegetable base,” shared Zhou Lingling, head of Yongxing Village.

In recent years, Dong’an County has adopted models such as “rice-rice-oil,” “rice-rice-vegetables,” and “rice plus N,” integrating autumn and winter agriculture into strategies aimed at boosting agricultural growth and increasing farmer income. Following the rice harvest, land is quickly rotated for planting rapeseed, vegetables, green manure, and various winter crops, transforming the winter downtime into productive engagement.

Currently, over 400 village and township officials, along with agricultural specialists, are deployed across Dong’an’s 15 townships. They’re actively assisting villagers on the front lines of autumn and winter planting, addressing specific challenges to ensure a successful season ahead.

Step up efforts to improve the effectiveness of the -two new- policies (Financial View)

In an interview format, I would like to ask you about the current fiscal policies in China aimed at supporting the “two new” initiatives. Can you elaborate on the key strategies being implemented this year?

This year, China has taken significant steps to enhance macroeconomic policies, particularly those aimed at counter-cyclical adjustments. The government has utilized a variety of tools, including government bonds and interest subsidies, to facilitate large-scale equipment upgrades and the replacement of consumer goods. This approach exemplifies the government’s commitment to a robust fiscal policy that aims to expand domestic demand and promote high-quality development.

Can you explain how the support for the “two new” initiatives demonstrates innovation and collaboration within these fiscal policies?

The fiscal support for the “two new” initiatives stands out due to its innovative nature and strong collaborative efforts. The effectiveness of financial investment policies has been notable, energizing both enterprise and consumer investments. As these policies are put into practice, we are beginning to see positive outcomes across various sectors.

What are the specific mechanisms through which these policies stimulate both supply and demand?

The policies primarily target both supply-side enhancements and consumer incentives. For instance, the central government has allocated around 300 billion yuan for long-term special bonds to bolster key areas like equipment upgrades. Additionally, it has expanded the “trade-in” program to include consumer goods such as vehicles, appliances, and home renovations. As companies upgrade their offerings, they attract consumers eager to replace older products, which not only boosts consumer spending but also encourages further investment from businesses, creating a mutually reinforcing cycle of consumption and investment that propels economic growth.

Looking at the broader goals of these policies, what structural changes do they aim to achieve?

Beyond stimulating overall demand, the “two new” policies also focus on optimizing industrial structure. They are crucial for accelerating the green transformation of the economy and society. These initiatives also align with low-carbon and sustainable development objectives, such as increasing subsidies for the elimination of old, high-polluting agricultural machinery and supporting upgrades in energy facilities. Following these policies, the retail sales of new energy vehicles reached 1.027 million units in August, representing a 17% month-on-month increase. This shift indicates a significant transition in consumer habits, with expectations set for retiring 2 million low-emission standard vehicles by the year’s end.

Could you delve into the execution aspect of these policies and how various government entities are collaborating?

Execution of these policies involves a strong emphasis on coordination and cooperation among different departments. The People’s Bank of China has established a 500 billion yuan quota for re-loans to support technological innovation and upgrades, and financial institutions are being encouraged to expand support for replacing old cars and appliances. The central government has also allocated 20 billion yuan for interest subsidies on equipment upgrades. With comprehensive guidelines now in place across several sectors, local financial departments are increasing their contributions to areas with high public demand. This collective effort—from central to local levels—ensures a unified approach to implementing the “two new” initiatives effectively.

With such significant financial investment in these initiatives, what measures are in place to ensure appropriate allocation and management of funds?

Given the large scale and diverse applications of the “two new” funding, local governments must allocate funds promptly in accordance with project timelines. They are expected to strengthen collaboration with the central government to ensure the local financial burdens are adequately addressed. It’s also crucial to streamline service processes to facilitate the effective implementation of these policies. Stringent oversight over the use of these funds is essential, adhering to negative lists to prevent misuse or misallocation, ensuring the funding aligns precisely with policy intentions.

As of now, how is the disbursement of the 300 billion yuan long-term special bonds progressing across localities?

The disbursement of the 300 billion yuan for the “two new” initiatives is underway, with local governments accelerating their fund utilization. As the benefits of these policies continue to be realized, we anticipate a positive and sustained recovery in the economy.

Customers can explore the vast array of digital products on the ground floor and even test-drive smart cars parked in the display area.

“Smartwatches are great for sports enthusiasts like me, measuring heart rates and stress levels,” adds Hu Ming, another customer experiencing the product range.

Zhao believes that technology will be a key focus for future commercial development. By leveraging VR and AR technologies, businesses can create an online-offline synergy that expands interaction opportunities.

Using cultural performances as a springboard, Huaxi is transforming traditional live experiences into virtual events through cloud platforms, creating synchronized online and offline showcases.

Zhao notes that as the consumer market continues to evolve, so do consumer demands. Physical retail must remain vigilant to new trends, combining unique offerings with innovation to capture the interest of consumers and enhance their quality of life.

Zambian expert- China-Africa agricultural technical cooperation helps Africa increase food production capacity

As World Food Day approaches, Oswin Chibinga, the foreign representative director of the Zambia Agricultural Technology Demonstration Center, spoke with a reporter from the China Media Group on the 15th and emphasized the ongoing benefits African countries are gaining from agricultural cooperation with China.

Chibinga highlighted that countries in Africa, including Zambia, are facing significant challenges to food security due to climate change and underdeveloped agricultural technologies. He stressed the urgent need for advanced agricultural techniques to enhance food production capacity across the continent.

“Climate change issues like drought have a considerable impact on food production in African countries,” Chibinga noted. “If we can reach our potential production levels, African nations could become food exporters rather than importers. Our low food production is tied to inadequate agricultural technology.”

He further pointed out that China has established agricultural technology demonstration centers in many African countries, providing crucial support in transferring advanced agricultural techniques to help improve food production and ensure food security.

“I believe China is a great partner for us in agriculture,” Chibinga said. “China has built agricultural technology demonstration centers in several African countries, including Zambia. We have seen substantial assistance from China in technology transfer; it has equipped us with advanced agricultural practices, filling gaps in our technology. As I mentioned, many African nations are benefitting from their agricultural collaboration with China.”

The sunset and the sea of clouds in Southern California. The limited-time spectacle at Rancho Palos Fords City Park is amazing.

When it comes to sea of clouds, most people typically associate this breathtaking phenomenon with high mountainous regions. Think of the famous cloud seas at Taishan and Huangshan in mainland China, or the stunning views from Yanzui Mountain and Jinlong Mountain in Taiwan. However, there’s a lesser-known spot in Southern California where you can witness a captivating sea of clouds accompanied by a blazing sunset.

Recently, many Chinese visitors have been flocking to Rancho Palos Verdes in Southern California, eager to experience this natural spectacle. One of the most popular viewing spots is Fred Hesse Jr. Community Park, nestled near the coast. Although the park isn’t large, its scenic layout, complete with shaded trees, offers several vantage points. Among them, a particular green area faces the ocean and the sunset, providing an excellent view for enjoying the cloud sea.

On the afternoon of October 11, around 6 PM, a reporter arrived at Fred Hesse Jr. Community Park, and the experience did not disappoint. After a brief three or four-minute walk from the parking lot, the expansive green field overlooking the ocean came into view, revealing a vast sea of clouds in the distance. At approximately 6 PM, the sun hung low over the ocean, resembling a burning egg yolk. The clouds around the sunset were illuminated in vibrant shades of orange and red, while the thick sea of clouds obscured the ocean below, creating an ethereal atmosphere akin to another ocean.

To the left of the sunset, Catalina Island was clearly visible against the deep blue sky, presenting a sharp silhouette that resembled a beautiful woman’s brow—a scene reminiscent of the poetic line, “Her brows like distant mountains shaded in indigo.” Above the distant mountains, the deep blue sky bore a few wispy clouds and the white trails of planes soaring by, resembling ribbons in the air, adding beauty without overshadowing the magnificence of the cloud sea. As the clock neared 7 PM, the sun finally dipped below the horizon, while the colors in the sky intensified into deep reds and purples, as the clouds seemed to exert their last bit of energy in a dazzling display.

That day, the park welcomed a considerable number of visitors, many of whom were from the Chinese community. Fred Hesse Jr. Community Park isn’t the easiest destination for those in the Chinese neighborhoods, requiring at least a 1.5-hour drive during Friday’s rush hour.

What accounts for this unique sea of clouds over the ocean? According to online sources, the phenomenon occurs when moisture from the sea evaporates and then condenses into tiny water droplets in cooler temperatures, forming clouds. This stunning spectacle doesn’t happen every day—certain weather conditions must align, particularly a significant temperature difference between day and night along with high humidity levels. The warm daytime temperatures lead to considerable evaporation, followed by cooler afternoon temperatures that allow the water vapor to condense into clouds. This natural occurrence is most prevalent during the transitional weather of late summer and early autumn in Southern California.

Ministry of Finance- Study and clarify tax policies that are linked to the cancellation of standards for ordinary residences and non-ordinary residences

At a press conference held by the State Council Information Office on October 17, Assistant Minister of Finance Song Qichao addressed measures aimed at promoting the stable and healthy development of the real estate market. He revealed that the Ministry of Finance is actively working on clarifying tax policies related to ordinary and non-ordinary residential properties, focusing primarily on value-added tax (VAT) and land value-added tax.

Song explained that under the current policies, outside of the four first-tier cities—Beijing, Shanghai, Guangzhou, and Shenzhen—individuals selling residential properties that they have owned for more than two years are exempt from VAT, regardless of whether the homes are classified as ordinary or non-ordinary. In contrast, in these first-tier cities, individuals are exempt from VAT on the sale of ordinary residential properties held for over two years, while VAT is applied to the sale of non-ordinary properties under the same conditions. Regarding land value-added tax, ordinary standard residential properties that experience a value increase of less than 20% at the time of sale are also exempt.

The Ministry of Finance is currently in the process of making further adjustments to these tax policies. Song outlined three key considerations driving these adjustments:

First, it’s essential to synchronize the pace of real estate regulation in targeted cities with local financial revenue situations to ensure that arrangements are both scientific and reasonable.

Second, the policy framework aims to allow local governments some degree of autonomy, helping to maintain stability and fairness within the policies.

Third, the goal is to significantly reduce the financial burden on real estate companies and homebuyers, thereby facilitating a stabilization and rebound in the real estate market.

Song confirmed that the Ministry is diligently working through the necessary procedures for these specific policies and that they will be promptly announced to the public once approved.
