Ali, Tibet- Fire safety education enters campus

On October 22, the Tibet Ali Border Management Detachment organized a fire safety awareness event at local schools to enhance students’ safety consciousness and fire prevention skills. This initiative aims to build a robust “firewall” within the campus.

During the event, Officer Tsering Danzhu engaged both students and teachers by discussing real-life cases of school fires. He provided an insightful overview of essential fire safety knowledge and specific preventive measures tailored for schools. Through clear and accessible explanations, the students learned vital skills, such as how to prevent fires, self-rescue techniques during a fire, and the proper methods for evacuation.

With a whistle blow from the officer, the evacuation drill commenced. Students quickly covered their mouths and noses, bent down, and orderly evacuated the classroom, following the designated escape route towards the playground. Each officer played their role effectively, ensuring the evacuation process ran smoothly.

The students successfully evacuated to the flag-raising square within the allocated time frame, achieving the goal of enhancing their emergency response capabilities. This practical drill underscored the significance of emergency evacuations and provided valuable insights for the school’s future emergency management efforts.

Following the drill, Officer Li Xilong combined theory with practical demonstrations to explain the types of fire extinguishers, their uses, and correct operating procedures. His live demonstration allowed students to grasp the steps involved in operating a fire extinguisher and effective firefighting techniques. Later, under the guidance of the officer, five student representatives successfully extinguished a simulated fire, following the standard operating procedures.

Zheng Qinwen ranked seventh in the latest rankings and has arrived in Tokyo to prepare for the competition.

On October 22nd, the Women’s Tennis Association (WTA) released its latest world rankings, with Chinese player Zheng Qinwen maintaining her seventh place with 4,480 points. Belarusian star Aryna Sabalenka climbed to the top position. Additionally, Wang Xinyu is ranked 39th, Yuan Yue has moved up to 44th, and Wang Yafan now sits at 58th after a three-place increase.

Recently, Zheng Qinwen’s schedule has been packed. During the National Day holiday, she reached the semifinals of the China Open for the first time in her career. After losing 0-2 to Czech powerhouse Barbora Mukova in the semis, she quickly headed to Wuhan to compete in the Wuhan Open, aiming for a spot in the WTA Finals.

As a native of Hubei, Zheng was eager to compete at her home tournament with full focus and determination to showcase her skills. At the Wuhan Open, Zheng and Wang Xinyu made history when they met in the semifinals, marking the first-ever Chinese matchup at a WTA 1000-level semifinal.

In the final, Zheng faced her longtime rival Sabalenka again and unfortunately fell short, but she still achieved her best result at a WTA 1000 event. Reflecting on her performance post-match, she remarked, “I hoped I could do better today, but I did everything I could. Even though I wish I could give more, my body just wouldn’t allow it.”

Her exceptional performances at both the China Open and Wuhan Open earned Zheng a coveted spot in the 2024 WTA Finals, marking the first time she has qualified for this prestigious event. She is only the second Chinese woman to reach the WTA Finals singles event, following Li Na.

When discussing her qualification in just her third year on the tour, Zheng shared her desire to recover both physically and mentally to be competitive at the Finals, saying, “I want to win and to enjoy the experience because all the participants are top players who have performed well this year. I look forward to competing against them.”

Zheng’s journey thus far reflects her continuous growth and breakthroughs. Earlier in the year at the Australian Open, she reached the finals and finished as the runner-up, setting a personal best in Grand Slam results. This summer at the Paris Olympics, she defied expectations and made history by winning the first Olympic gold medal in singles for Chinese tennis. “When the gold medal was placed around my neck, I felt its weight, which made me aware of the heavy responsibility it carries,” she recalled.

Since the Olympics, Zheng has had minimal downtime as she chases her goals for the WTA Finals, with frequent tournaments impacting her competitive state. Recently, she announced her withdrawal from the WTA Ningbo Open due to health issues, stating: “I am very sorry to withdraw from Ningbo. After the China Open and Wuhan Open, I started to feel injuries and caught a cold. I hope to return next year, and I’m sorry for the withdrawal. I hope the fans enjoy the tournament. See you next year.”

Looking ahead, the 2024 WTA Finals are scheduled to take place in Riyadh, Saudi Arabia, from November 2 to 9. In preparation, Zheng mentioned, “I will probably enter a focused training phase to ensure my body and mind are at their best, as this will make me more competitive at the Finals.”

In addition, the recent draw for the 2025 United Cup saw the Chinese team placed in Group E alongside Germany and Brazil, with matches scheduled to kick off in Perth on December 27. This marks China’s second consecutive year participating in this mixed team event, and Zheng, alongside Zhang Zhizhen, will lead the charge. Guaranteeing winter coal transportation, Daqin Railway’s autumn intensive repair work comes to an end

On October 24, at 12 PM, the seasonal maintenance on the Daqin Railway, known as “China’s First Heavy Load Line,” was successfully completed two days ahead of schedule. This achievement is crucial as it lays the groundwork for restoring transport capacity and meeting the coal supply demands for the upcoming heating season.

The Daqin Railway stretches from Datong in Shanxi Province to Qinhuangdao in Hebei Province and serves as a major artery for transporting coal from the western regions to the eastern parts of China. It transports more than 400 million tons of coal annually, servicing customers across 26 provinces, municipalities, and autonomous regions, while supporting over 300 power plants and more than 6,000 industrial enterprises.

To ensure the equipment’s optimal performance during winter coal transport, the Daqin Railway initiated a daily suspension of services for three hours starting October 7, allowing for comprehensive maintenance work. Over the course of this intensive program, crews have replaced 117.9 kilometers of rail, repaired 93.9 kilometers of track bed, and replaced 16,000 sleepers. There were also upgrades to cables and fiber optics, alongside significant work on 47 bridges that included ballast replacement and realignment, as well as concentrated repairs in 23 tunnels. These efforts effectively restored the railway infrastructure, which had been under prolonged high-capacity operation, significantly enhancing both transport and safety capabilities.

To optimize construction efficiency, the Taiyuan Railway Bureau implemented a well-coordinated strategy involving manpower, materials, and machinery. They invited support from 22 construction teams across 12 railway bureau groups, deploying 57 large construction machines, 132 smaller machines, and 58 rail vehicles, with approximately 13,000 workers on-site. The team devised a meticulous construction plan, monitored progress in real time, and adjusted strategies to address transportation and construction conflicts, ultimately achieving a balance between transport demands and maintenance efficacy.

During the concentrated maintenance period, the Daqin Railway maintained an impressive average daily throughput of over 1 million tons. With the completion of the maintenance, transport capacity is expected to quickly return to over 1.2 million tons per day, fully supporting coal supply needs for power generation and heating this winter and spring.

With a production capacity of over 620 million tons, more than 140 steel companies have completed the implementation of ultra-low emission transformation

At the 2024 Global Low-Carbon Metallurgy Innovation Forum held in Shanghai, recent data released by the China Iron and Steel Association revealed that as of August this year, over 140 steel enterprises in China have implemented ultra-low emission transformations totaling more than 620 million tons of capacity. The association has also recently introduced a group standard for low-carbon steel emissions in China.

This newly released standard for low-carbon steel sets evaluation metrics for different carbon-reduction processes in both upstream and downstream steel industry stakeholders. It enables the accounting of greenhouse gas emissions for crude steel or hot-rolled products and assesses their carbon emission levels, thereby accelerating the adoption of processes that show significant carbon reduction effects.

Liu Yinghao, Chairman of the Technical Committee for the Environmental Product Declaration Platform of the China Steel Association, commented on the standard’s development: “We rallied nearly 330 million tons of domestic steel capacity to participate in testing this standard. This makes it one of the largest foundational tests of its kind globally. A slight improvement in our steel production could lead to substantial benefits across the entire value chain.”

During the forum, China also unveiled its first batch of low-carbon emission steel products.

Gao Jianbing, Deputy General Manager of China Baowu Steel Group, stated, “We are launching six low-carbon brand steels, including a high-efficiency, environmentally friendly oriented silicon steel. This product has the potential to reduce carbon emissions by 7.5 million tons annually during the high-pressure electrical transmission and transformation process, facilitating a green and low-carbon transition for our clients across the supply chain.”

With ongoing advancements in technologies and shifts in both domestic and international steel market demands, it is anticipated that by 2030, the development and utilization of high-grade steel materials will enable downstream industries to reduce carbon emissions by as much as 1.35 billion tons.

Where does the money come from- BART’s prospects are bleak, with peak passenger flow declining and a large funding gap_1

Before the pandemic, BART trains were notoriously crowded, with an average of 400,000 riders commuting every weekday. Passengers would often stand shoulder to shoulder, making it a competitive scene for station parking. In stark contrast, current conditions reveal a troubling trend: even during peak hours, only a handful of passengers are on board.

According to a report from the San Francisco Chronicle referencing Business Insider, the situation reflects a broader trend where major companies like Apple, Google, and JPMorgan are requiring employees to work in the office just three days a week. Consequently, BART experiences heavy ridership on Tuesdays, Wednesdays, and Thursdays, while Fridays and Mondays see a significant drop as commuters opt to work from home.

BART spokesperson Alicia Trost shared that this shift isn’t sustainable for the agency’s operational budget. The financing model has a critical flaw since two-thirds of BART’s revenue traditionally comes from fares. Following the pandemic, even on the busiest weekdays—typically when most workers commute—passenger numbers have stabilized below 200,000. Officials estimate that once federal and state emergency funds run out, there will be an annual funding gap of between $300 million and $400 million. Trost emphasized that no amount of concerts at the Chase Center or Golden State Warriors games can make up for this decline in ridership. The departure of the Oakland Athletics has only added to the challenges.

BART and its consultants have started to envision a bleak future for the entire transit system: lengthy waits for trains, miles of unused tracks, and highways clogged with thousands of cars.

Trost notes that the transit agency is not anticipating a full return to pre-pandemic office attendance. In their efforts to secure support for a potential 2026 ballot measure that may include tax funding for public transportation, BART stands to be one of the most urgent beneficiaries. However, the willingness of Bay Area voters to support measures that maintain public transit remains uncertain.

Furthermore, if transportation officials fail to devise a revenue plan and submit it to the state legislature by January, BART could face severe consequences. A study released by BART in November 2022 indicated that if the agency were to lose $233 million annually, passengers could encounter “extremely deep” service reductions.

In light of the funding shortfall, BART plans to cut service on two of its five lines to operate only one train per hour and close at 9 PM. Weekday service will continue, but trains will not run on weekends, and nine stations are set for closure. Nick Josefowitz, vice chair of the Metropolitan Transportation Commission and a former BART board member, cautioned that if funding sources aren’t identified to keep BART operational, the outlook could be grim. He believes that without BART, or if it operates poorly, people may find themselves forced to quit their jobs, and businesses might consider relocating.

New York City high schools give priority to first-level admissions, with the largest number of Asian students

Recent application data from the Department of Education reveals that when sorting students into different admission priority “levels” across various districts, factors such as race, family income, disability status, and English fluency have played a significant role. High school admissions in New York City are notoriously competitive and complex. For most high schools, a candidate’s GPA in core seventh-grade courses is the paramount criterion determining their eligibility for these top-tier schools.

Eighth-grade applicants are categorized into five levels based on their seventh-grade core course performance. This year, Level One denotes students who are in the top 15% citywide (with a GPA of at least 94.25%) or the top 15% within their school (with a GPA of at least 90%). Conversely, Level Five represents the lowest tier, comprised of the bottom 30% of students, those with an average GPA below 76%. Generally, students must be in Level One to be considered for the more selective schools. As the levels decrease, the available options for students narrow significantly, with Level Five students facing the most limited admission prospects.

The latest data indicates that Asian students, while making up only 13.3% of all applicants, account for a remarkable 31.6% of Level One students—totaling 4,200 individuals, the highest among all ethnic groups. Following them in Level One are White and Hispanic students, whereas only 1,300 African American students reached this level, the fewest among the groups.

Additionally, English Language Learners (ELLs) are 2.5 times more likely to be assigned to the lowest Level Five compared to their fluent English-speaking peers. This year, only 185 ELLs made it into Level One, while a staggering 5,100 were categorized in Level Five. Similarly, students with disabilities also fared poorly, with nearly 13 times as many classified in Level Five compared to those in Level One.

Jia-Ting Zhu, founder of PLACE NYC, commented, “Math instruction used to transcend language barriers.” For many new immigrants from China, math is traditionally their strongest subject. However, in recent years, math education has increasingly emphasized language form over problem-solving skills, hindering new immigrants from showcasing their mathematical strengths. She also noted that the pandemic has deprived many new immigrant students of necessary English learning environments, resulting in “irreversible damage” to their English proficiency.

Bank of China has also set up 15 cash counters, 7 ATMs, and upgraded 5 smart currency exchange machines to provide premium financial and non-financial services to all fair participants. Additionally, the Guangdong branch contributed by assisting the foreign trade center with documentation and fee services, deploying 100 POS systems to ensure an efficient payment process throughout the event.
