Today, we’re excited to announce the trial operation of China’s first fully integrated automotive comprehensive testing facility.

Located in Shangrao, Jiangxi, this extensive testing facility spans over 4.11 million square meters and features more than 65 kilometers of effective testing roads. It includes 16 testing modules, such as high-speed loops, dynamic squares, and intelligent connected vehicle testing areas, offering a total of 118 specialized road types. Here, both traditional gasoline vehicles and new energy vehicles can undergo testing, including passenger cars like sedans, as well as commercial vehicles such as buses and trucks.

In the intelligent driving testing area, advanced “Beidou + 5G technology” is utilized to provide nearly a hundred functional testing scenarios for autonomous and connected vehicles. This technology supports a comprehensive approach to vehicle testing, signal perception, and data analysis, ensuring a thorough evaluation process.

This state-of-the-art facility marks a significant step forward in automotive research and development in China.

During an interview on October 24th in Nanning, Liu Yanjun, the president of the Chinese Minorities Drama Society, emphasized the crucial role of ethnic culture in theatrical performances and creations. He stated, “Every element—music, costumes, stage design—must draw from our cultural heritage, including our ways of thinking, aesthetic habits, and ethnic markers.” Liu believes that the unique features of ethnic culture make drama more lively and engaging, and he advocates for their preservation and transmission as essential for local drama to gain international recognition.

Nanning, Guangxi, is rich in natural beauty and cultural heritage. Traditional forms of theater such as Zhuang drama, Guilin opera, and local operas shine as historical representations of ethnic cultural arts. On the same day, a themed seminar titled “Voicing for the People, Singing for the Era,” organized by the Guangxi Theatre, brought together experts and scholars from the drama community to discuss the development of local operas in Guangxi.

On the night of October 19, the Guangxi Theatre showcased outstanding performances, including the彩调剧, or color-tune opera, “New Liu Sanjie,” which delighted audiences with a breathtaking audio-visual experience.

Ji Guoping, the president of the Chinese Modern Drama Research Association, noted that the unique skills found in Chinese regional theater have gained international acclaim. He recounted how a classic Guilin drama, “Da Gun Chu Xiang,” featuring stunning techniques like “changing costumes in a box” and “flipping into a box,” captivated attendees at the 35th World Congress of the International Theatre Institute held in Spain in 2017.

On October 22, Zhuang drama “Qian Yun Ya” was performed at the Yongzhou Theatre in Nanning. Ma Ye, a researcher and drama theorist at the Chinese Academy of Arts, remarked on the unique resources available in Guangxi’s mountains and cultural heritage. He emphasized the importance of converting these resources into artistic expressions, highlighting the play “Qian Yun Ya” as an exemplary use of local folklore, focusing on the love story between a serpent man and two twin sisters, celebrating the virtues of humanity with both artistic and ideological depth.

Long Hong, president of the Jiangxi Drama Association, reflected on his experience watching “New Liu Sanjie,” stating, “When the familiar folk songs started, it instantly brought back memories of the original ‘Liu Sanjie’ for me. That was a defining era.” He praised the Guangxi Theatre for their commitment to preserving and passing down drama traditions, noting that they neither seek to sensationalize nor isolate themselves, but rather engage deeply with the rich cultural backdrop of the region.

Lü Yuzhong, a former chief inspector at the Ministry of Culture and Tourism, cautioned against the loss of identity in local theatrical forms. He noted, “If a regional opera’s dialogue and performances become assimilated into Jingju (Peking opera) and Kunqu, it loses its value and significance.” While Guangxi may not be among the provinces known for a high number of drama forms, he highlighted that the region excels in the preservation and protection of its theatrical traditions. With 18 distinct theatrical forms that remain vibrant and unique, the success of the Guangxi Theatre in recent years serves as a valuable model for summary and promotion.

Ministry of Civil Affairs- The number of various elderly care service institutions and facilities across the country has doubled compared with 2019

On October 21, the Ministry of Civil Affairs held a press conference entitled “Five Years of Civil Affairs,” where Deputy Director Li Yongxin from the Ministry’s Aging Services Department discussed the progress and achievements in elderly care services.

Li emphasized that the Ministry has been actively implementing the national strategy for addressing population aging, collaborating with various departments to enhance the policy framework for elderly care services, optimize the diversity of service provision, and strengthen comprehensive oversight. He noted the significant accomplishments in five key areas:

First, the policy framework has seen continuous improvement. The Ministry submitted documents for the improvement of the basic elderly care service system to the Central and State Offices, which for the first time provided a timeline and roadmap for ensuring all seniors have access to basic elderly care services. In partnership with the State Council, they also issued a policy document to promote the development of meals for the elderly, marking the first national-level effort to classify meal services for seniors as an essential component of social welfare. Additionally, they released comprehensive policy documents targeting the gaps in rural elderly care services and outlined systematic approaches to resolving workforce challenges in the sector. For the first time, the establishment of an elderly care law was included in the legislative planning of the 14th National People’s Congress. Furthermore, the Ministry implemented the first mandatory national standards for safety in elderly care facilities and elderly capacity assessment.

Second, the supply system for elderly care services is being continuously optimized. The Ministry has accelerated the development of home and community-based elderly care by initiating projects that supported the establishment of 347,000 family care beds across 184 project areas, benefiting 647,000 individuals with home care services. They also encouraged localities to create 413 demonstration networks for home and community care services at the county and district levels. To improve institutional elderly care services, they are optimizing the structure of care beds and enhancing the quality of public nursing homes. As of the end of Q2 this year, there are 410,000 various types of elderly care institutions and facilities nationwide, including 369,000 community-based facilities—doubling and increasing by 1.2 times, respectively, since 2019.

Third, the comprehensive supervision system has been strengthened. The Ministry has introduced joint regulations for elderly care institutions that encompass various aspects, including safety management, food safety, fire safety, risk prevention, and pre-payment management, creating a robust structure for oversight in elderly services. They have carried out safety inspections and rectifications, enhanced the fire safety standards for private elderly care institutions, and initiated special campaigns to combat fraud in elderly services, ensuring that seniors experience safer and more reliable care.

Looking ahead, Li stated that the Ministry will continue to deepen reforms in elderly care, improve the integrated service network at the county, town, and community levels, align supply and demand for elderly services, address gaps in rural care, and strengthen overall supervision. The goal remains to push for high-quality development and ensure elevated safety standards in elderly services.

However, the comment section was filled with skepticism. Many viewers voiced their concerns, stating, “I’m Korean too, but we never eat sashimi that isn’t ‘sushi grade,'” and “I’ve found worms in Costco salmon before.” Another commenter warned, “Salmon is one of the fish with the highest levels of parasites; it should at least be frozen for a few days before eating.”

It’s important to note that the term “sushi grade” is not an official safety designation but rather a label used by sellers to indicate the fish is considered safe to eat raw. The FDA advises that to eliminate the risk of parasites, raw fish should be frozen at -4°F (-20°C) or below for seven days or at -31°F (-35°C) or below for 15 hours to be considered safe for consumption. As of now, it remains unclear whether Costco adheres to these freezing regulations for the salmon they sell.

Experts call for attention to prostate-specific antigen community screening to improve survival rates of prostate cancer patients

On October 23, in an interview with the China News Service, Professor Ye Dingwei, the Chair of the Urological Oncology Committee of the Chinese Anti-Cancer Association and Deputy Director of the Fudan University Affiliated Tumor Hospital, highlighted a concerning trend: a significant portion of prostate cancer patients in China are diagnosed late, leading to an overall five-year survival rate of less than 70%.

“One major reason for this low survival rate is the insufficient implementation of PSA (prostate-specific antigen) screening,” Professor Ye explained. He emphasized the need for increased support for community PSA screenings, which he considers a crucial strategy for early detection of prostate cancer.

Prostate cancer has become one of the most common malignant tumors among men in China in recent years. Generally, early-stage prostate cancer does not present noticeable symptoms, making it easy to overlook. As a result, many patients are diagnosed at advanced stages, significantly impacting treatment effectiveness and survival rates. “It is imperative that we increase the PSA screening rate,” Professor Ye urged.

Professor Ye elaborated on the importance of PSA, a protein specific to the prostate, stating that elevated levels in the blood are closely linked to the onset and progression of prostate cancer. He described PSA screening as a highly effective tool for early detection, which can lead to improved cure rates and survival odds. “In China, public awareness of prostate cancer and PSA screening is lacking, resulting in low screening rates and many patients missing the optimal window for early treatment,” he noted.

When it comes to responding to elevated PSA levels, Professor Ye advised that any male with a PSA reading above the normal range should enter a clinical early diagnosis phase and seek further examination at a healthcare facility. “Initially, an MRI should be conducted. If a lesion is identified, a prostate biopsy can follow. If the biopsy results are positive, subsequent treatment should be determined based on the cancer stage,” he recommended.

“Prostate cancer prevention and treatment is a systematic endeavor that requires comprehensive management throughout early screening, diagnosis, treatment, rehabilitation, and follow-up,” Professor Ye asserted. He believes that building a complete prostate cancer prevention and treatment system necessitates collaboration among the government, medical institutions, academic associations, and relevant enterprises, focusing on all aspects of management.

To provide evidence-based guidance for prostate cancer screenings, the Urological Male Reproductive Tumor Committee of the Chinese Anti-Cancer Association has developed the “Expert Consensus on Prostate Cancer Screening in China,” advocating for precision screening strategies. Professor Ye suggested that men over the age of 50 should undergo PSA testing every two years. Those with a family history of prostate cancer should start screenings at 45, while those with a baseline PSA level above 1ng/ml should begin at 40. Additionally, individuals with BRCA1 or BRCA2 gene mutations, or a family history of such mutations, should also initiate screening at 45.

Currently, Professor Ye’s department at the Fudan University Affiliated Tumor Hospital has taken the lead in implementing a community-based prostate cancer screening program in China. This initiative aims to standardize and normalize prostate cancer screening practices and has already shown promising results: 12 “Precision Prostate Cancer Screening Bases” and 22 “Prostate Cancer Precision Screening Community Service Stations” have been established. The hospital is also exploring the creation of dedicated prostate cancer screening clinics, expanding their reach beyond Shanghai to promote screening concepts and models nationwide. Cities like Nanjing and Ningbo have also initiated community prostate cancer screening projects, achieving positive outcomes.

“Doctors must be aware of the importance of prostate cancer screening,” Professor Ye stressed. “Medical institutions need to enhance training for physicians, actively promoting PSA testing for men over 50.”

The past decade has been incredibly challenging, filled with ups and downs. The pain has persisted and likely always will, but I’ve found ways to cope and channel my energy into positive actions.”

An inspiring moment came during a trip Bethany took to Syria in 2019, where she met a brother and sister who had lost several family members in a massacre. They transformed their grief into something positive by converting their living room into a library and community center.

“This inspired me to live my life to the fullest and find joy, which is exactly what my dad would want for me,” Bethany said. “He wouldn’t want to be remembered for his tragic end, but rather as a man who loved his family, was generous, sought to help others, and cherished life.”

She described David as “strong, kind, and caring,” sharing her belief that he would have relished the opportunity to be a grandfather, spending quality time with her son. Bethany also emphasized that her father’s death should not be framed through a religious lens; it was simply the result of “bad men doing bad things.”

For weeks, both South Korean and Ukrainian governments have issued warnings about thousands of North Koreans training alongside Russian forces, with Ukrainian estimates suggesting numbers as high as 12,000. American officials have confirmed that a contingent of KPA troops has been transported by ship to Vladivostok, with U.S. Defense Secretary Lloyd Austin labeling the situation as a “very, very serious” escalation.

As reported by the Times, the first group of KPA soldiers reached Kursk on the 23rd of October after a grueling journey of approximately 6,400 kilometers, with daily arrivals of thousands more anticipated. A senior Ukrainian official indicated that by the 28th, as many as 5,000 North Korean troops could be assembled in the region.

These troops are said to be part of North Korea’s elite military units. Ukrainian officials reported that they are flying on large Il-76 transport planes from Vladivostok to a military airfield in western Russia before being transported by land to the conflict area. However, there are conflicting signals regarding whether additional KPA forces will be dispatched to fight on Ukrainian soil, with current focus being solely on the Kursk region.

The Times highlighted that, if the North Korean military were to become involved, it is uncertain how the dynamics of the battlefield might shift. Since the 1950s, the KPA has not participated in any wars, raising questions about the capabilities of its elite forces. Prior to engaging in battle, these troops would face language barriers, unfamiliar terrain, and potentially different military customs. Should they be deployed to the Kursk front, they would encounter a battle-hardened Ukrainian army that has proven difficult for Russian forces to dislodge.

Emil Kastehelmi, a military analyst at Finland’s Blackbird Group, expressed skepticism on social media platform X, stating, “If they eventually reach the front lines, I don’t expect them to be an effective fighting force.” However, he noted that it may not be the primary concern, adding, “Someone has to die on the battlefield, and from the Russian perspective, if that ‘someone’ isn’t Russian, then that’s certainly better.”

On October 26, the Central Commission for Discipline Inspection and the National Supervisory Commission released a report detailing the oversight and investigation activities of disciplinary and supervisory agencies across the country from January to September 2024. The report reveals that during this period, these agencies received approximately 2.703 million public complaints and reports, opened 642,000 cases, and imposed disciplinary actions on 589,000 individuals, which includes 53 officials at the provincial or ministerial level.

According to the report, from January to September 2024, a total of 2.703 million reports were received, with 756,000 categorized as complaints and accusations. Additionally, 1.584 million problem leads were addressed. The number of cases opened totaled 642,000, comprising 58 officials at the provincial or ministerial level, 3,263 at the bureau level, 26,000 at the county level, 89,000 at the township level, and 77,000 current or former village party secretaries and committee chairs.

Furthermore, the report indicates that during the same period, disciplinary actions were taken against 589,000 individuals, which includes 461,000 for violations of party discipline and 170,000 for violations of administrative duty. This includes 53 officials at the provincial level, 2,779 at the bureau level, 21,000 at the county level, 74,000 at the township level, 84,000 general staff, and 407,000 from rural areas, enterprises, and other sectors.

In addition, from January to September, there were 19,000 cases of bribery involved, with 2,972 individuals transferred to the procuratorial organs for further action.

State Administration for Market Regulation- The quality and efficiency of antitrust review have steadily improved

On October 22, 2023, during an interview, a representative from the State Administration for Market Regulation (SAMR) provided insights into the accomplishments of their pilot program for antitrust reviews on business mergers, which began on August 1, 2022. This initiative has been entrusted to the market regulation authorities in five regions: Beijing, Shanghai, Guangdong, Chongqing, and Shaanxi.

Over the past two years, these provincial regulatory bodies have received 854 merger filings, with these entrusted cases accounting for approximately 57.74% of all simplified cases during the same period. The pilot program has seen a steady improvement in the effectiveness of antitrust reviews across the five regions.

Looking ahead, a mid-term evaluation of the pilot program is set to take place from March to July 2024. This evaluation will assess more than 60 key indicators through a combination of departmental assessments, self-evaluations from the provinces, discussions with corporate law firms, satisfaction surveys, and on-site research.

Preliminary results from the evaluation indicate that SAMR has made significant strides in implementing the “State Council Regulations on Merger Filing Standards.” Revisions to the “Merger Review Regulations” and “Work Rules for Merger Review” have helped create a more comprehensive institutional framework. Additionally, a new business system for antitrust reviews has been launched, which extends its reach to northern provinces, the Yangtze River Delta, the Greater Bay Area of Guangdong-Hong Kong-Macao, and northwest provinces along the Silk Road, thus enhancing regional cooperation.

In terms of efficiency, the data reveals that since the pilot program’s inception, the average time for processing entrusted review cases has been 18.1 days, with an average resolution time of 17.15 days. Notably, since the start of 2024, these figures have improved, with an average case acceptance time of just 15.36 days and a resolution time of 16.48 days, placing SAMR’s review efficiency among the best globally in major antitrust jurisdictions.

The climate of competition has also intensified. Local authorities have developed integrated media and 5G promotional models to enhance the visibility of merger antitrust review efforts, thereby strengthening compliance awareness among businesses. To improve the relevancy of their outreach, provincial regulators have created a key enterprise directory, collaborating with local state-owned asset management committees and industry associations. Initiatives like “private enterprise sessions,” “law firm sessions,” and “state-owned enterprise sessions” have been implemented to mitigate the risks of unlawful business concentrations.

Court Sacks KANSIEC Chairman Three Days to Kano’s Local Government Elections

In a significant ruling yesterday, a Federal High Court in Kano removed Prof. Sani Malumfashi from his position as the Chairman of the Kano State Independent Electoral Commission (KANSIEC). This decision raises concerns over the upcoming local government elections scheduled for October 26th. Justice Simon Amobeda made the ruling in response to a case filed by Aminu Tiga and the All Progressive Congress (APC).

The court found that the defendants, including Malumfashi, were registered members of the New Nigeria’s People Party (NNPP), which violates sections 197 (1) (b) and 200 (1) (a) of the amended 1999 Constitution of Nigeria. According to the Kano State Independent Electoral Commission Law of 2001, this disqualification meant that they were unfit to serve as chairman and members of the commission.

The court’s ruling highlighted that Malumfashi failed to meet the qualifications needed for his appointment, notably that he was not an officer in the Kano State Civil Service at or above the rank of Director before being appointed as the Secretary of the commission, as stipulated by section 14 of the same law. Furthermore, the composition of KANSIEC’s members was found to be in violation of constitutional provisions.

As stated in Section 4 of the Kano State Independent Electoral Commission Law 2001, without legitimately and properly appointed qualified individuals, the commission is unable to conduct the Local Government Election 2024 for the 44 local governments in the state.

The defendants in the case included KANSIEC, the Kano State House of Assembly, the Attorney General of Kano State, the Independent National Electoral Commission (INEC), the Director of the Department of State Services, and the Commissioner of Police for Kano Command, along with the State Commandant and the Nigerian Security and Civil Defence Corps, among others.
