Adhere to the overall concept and systematic thinking to improve the effectiveness of the national innovation system

In a recent interview, we explored the remarkable advancements in China’s technology sector. Notable achievements include the successful launch of the “One Arrow, Eight Stars” mission, the start of construction on the core array prototype for the “Chinese Sky Eye,” and the unveiling of the world’s first remote sensing interpretation foundational model with a staggering hundred billion parameters. These milestones underscore China’s significant strides toward technological self-reliance and resilience.

We are currently witnessing extraordinary global transformations paired with rapid technological revolutions, all against a backdrop of shifting geopolitical dynamics. High-tech fields stand as the frontline and primary battleground in international competition, fundamentally altering the global order and development landscape. In this context, it’s vital for us to embrace and implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party, taking a comprehensive and systematic approach. We need to vigorously advance our national development strategies through science and education, talent cultivation, and innovation-driven growth. This involves meticulous reforms in our education, research, and talent systems, aimed at enhancing the overall effectiveness of our national innovation system, providing robust strategic support for China’s modernization and national rejuvenation.

When discussing educational reforms, interviewees highlighted the critical role of talent in driving technological innovation, emphasizing that education is the cornerstone of talent development. From this pivotal historical juncture, elevating the effectiveness of our national innovation system requires strategic vision and planning. We must accelerate the establishment of a high-quality education system that embraces innovations in teaching methods, schooling models, management systems, and support mechanisms. Our goal is to optimize higher education infrastructure, rapidly develop world-class universities with unique Chinese characteristics, and align our educational offerings with the nation’s strategic needs.

On the topic of reforming the technological system, experts expressed confidence in the significant progress of China’s technological landscape in the new era. They underscored the importance of seizing the opportunities presented by the latest wave of technological innovation. We must bolster our national strategic technological capabilities, enhance our laboratory systems, and improve the capacity of our research institutes and universities. Furthermore, several initiatives are being implemented to promote collaboration between central and local entities in technological innovation, ensuring an integrated and coordinated approach.

In terms of talent development, interviewees emphasized the need to nurture exceptional individuals while fostering an environment that appreciates knowledge and innovation. There is a strong commitment to refining policies aimed at attracting and retaining top talent, with a particular focus on developing strategic scientists and skilled professionals in engineering and technology. The objective is to create a competitive talent ecosystem that encourages the growth of young, outstanding scientists.

Finally, as we work to strengthen our new national system of innovation, it’s critical to draw on our rich historical experiences in technological advancement. This requires a commitment to systemic innovation, while striving for a harmonious relationship between effective market mechanisms and proactive government support. Our aim is to engage and empower our workforce, especially in nurturing small and medium-sized tech enterprises, as we address key technology challenges through strategic scientific initiatives.

Through these comprehensive efforts, we aspire to enhance China’s technological capabilities, ensuring that our innovations contribute positively to humanity at a global level.
