Israel attacks northern Gaza Strip, more than 35 killed

On October 27, reports from the Palestinian news agency indicated that the Israeli military launched airstrikes on a residential area in Beit Lahiya, northern Gaza, late on the evening of the 26th. Local sources reported that over 35 people were killed, including women and children, with many others injured.

The attacks reportedly damaged at least five residential buildings. Rescue efforts have been hampered as the Israeli military has blocked access to the affected areas.

Since the resurgence of the Israeli-Palestinian conflict last October, Israel’s military operations in Gaza have resulted in nearly 43,000 Palestinian deaths and over 100,000 injuries.

Due to the collapse of the medical system, both the Indonesia Hospital and the Kamal Adwan Hospital in northern Gaza have ceased operations. On the 25th, Kamal Adwan Hospital was raided by Israeli forces. According to a statement from the World Health Organization’s Director-General Tedros Adhanom Ghebreyesus on the 26th, the siege on the hospital had ended, but the institution has paid a heavy price for it.

Tedros noted that three medical personnel and one staff member were injured during the attack, while 44 male medical workers have been detained, and four ambulances were damaged. Currently, the hospital is left with only female staff, the hospital director, and one male doctor to care for nearly 200 patients in urgent need of treatment.

He reiterated that hospitals must be protected from the effects of conflict at all times, emphasizing that any attack on medical facilities violates international humanitarian law and called for an immediate and unconditional ceasefire.

In additional reports, Lebanon’s National News Agency indicated that Israeli airstrikes targeted various areas in Lebanon 76 times within a 24-hour period, resulting in 19 deaths and 108 injuries.

The Guardian reported that on the evening of the 26th, the Iranian military issued a cautious statement prioritizing a deal to end the fighting in Gaza and Lebanon over retaliatory actions against Israel.

On the same day, Israel conducted airstrikes against Iran, which, according to the Iranian Islamic Republic News Agency (IRNA), resulted in the deaths of four Iranian soldiers. The Director-General of the International Atomic Energy Agency (IAEA), Rafael Grossi, stated on social media that Iran’s nuclear facilities were not affected by the attacks and called for all parties to exercise restraint to avoid actions that could jeopardize the safety of nuclear and other radioactive materials.

According to the Associated Press, U.S. President Joe Biden mentioned on the 26th that he was informed prior to Israel’s attacks on Iran. He told reporters that it appeared Israel had not targeted anything beyond military objectives and expressed hope that this would mark the end of hostilities.

U.S. Defense Secretary Lloyd Austin indicated via social media on the 26th that he had spoken with Israeli Defense Minister Yoav Gallant that day, emphasizing that Iran should not make the mistake of responding to Israeli attacks. He highlighted opportunities for diplomatic solutions to ease tensions in the region, including agreements for the release of hostages in Gaza and a ceasefire, as well as a plan to safely allow civilians to return home on both sides of the Israel-Lebanon border.

IRNA also reported on the 26th that Iran’s Foreign Minister Hossein Amir-Abdollahian urged the United Nations to condemn Israel’s strikes, labeling them as a serious threat to international peace and security, which further destabilizes an already fragile region. He warned that Iran reserves the right to respond legally to Israel’s acts of aggression at an appropriate time.

The China Weather Network has reported that for the next couple of days, from October 23 to 24, the southwestern region of China and northern Xinjiang will continue to experience rainy and snowy weather. Additionally, Typhoon “Tammei” is expected to bring heavy rain and strong winds to areas like Taiwan. In terms of temperature, most parts of the country will see a warming trend over the next three days, while regions in central and southern North China and Huanghuai will experience some haze, requiring caution.

When we look at the specific weather patterns, yesterday saw a decrease in the scope of rain and snow across the country, with precipitation primarily affecting the northeastern and southwestern regions as well as Xinjiang. Monitoring data shows that from 8 a.m. yesterday to 6 a.m. today, some places in central and eastern Liaoning, eastern Jilin, and southeastern Heilongjiang experienced rainfall or rain turning to snow. Meanwhile, areas in southern Yunnan and western Guangxi experienced moderate to heavy rain, with some localized heavy downpours.

For today and tomorrow, the southwestern region and northern Xinjiang will still see significant rain and snow, with some areas in the northeast continuing to experience rain and snow today; however, precipitation is expected to taper off tomorrow. The impact from Typhoon “Tammei” will result in heavy rainfall on Taiwan’s eastern coast and surrounding areas.

Specifically, the Central Meteorological Observatory predicts that some areas in the Altai Mountains of Xinjiang, the western mountainous regions of southern Xinjiang, north and south Tibet, southwestern Qinghai, and eastern Jilin may see light to moderate snow or sleet today. Notably, parts of the Altai Mountains could experience heavy to severe snow. Additionally, parts of northeastern Heilongjiang, western Yunnan, and eastern Taiwan may have moderate to heavy rain, with some areas expected to see torrential or severe rain.

Looking ahead to tomorrow, light to moderate snow or sleet will likely occur in parts of northwestern and southern Xinjiang, southeastern and northern Tibet, western Qinghai, and the western Sichuan Plateau. Areas in the Sichuan Basin and western and northern Yunnan could see light to moderate rain, while eastern Taiwan may experience heavy rain, with localized areas at risk for severe rain.

On the day following tomorrow, there may be light to moderate snow or sleet in parts of northwestern and southern Xinjiang, northern and eastern Tibet, eastern and southern Qinghai, western Gansu, and the western Sichuan Plateau. Meanwhile, areas in central and southern Inner Mongolia, southeastern Tibet, southwestern Sichuan Basin, southern Jiangsu, eastern Zhejiang, and eastern Taiwan could experience moderate to heavy rain, with the potential for severe or torrential downpours in some regions.

Meteorological authorities are advising the public to be cautious during travel in the southwestern region and northern Xinjiang due to frequent rain and snow. Moreover, the combination of cold air and Typhoon “Tammei” will lead to strong winds in the East China Sea and northern and central South China Sea, urging passing vessels to prioritize safety during maritime operations.

Temperature-wise, much of the country is set to warm up. Yesterday, cooler air brought a noticeable drop in temperatures in parts of the northeast, with cities like Changchun and Shenyang seeing maximum temperatures fall below 10°C. This morning, many southern cities also experienced significant drops in minimum temperatures, with cities such as Hefei, Nanjing, and Wuhan seeing lows below 10°C, contributing to a chill in the air.

Over the next three days, as the influence of cold air weakens, most parts of the country are expected to warm up. Eastern regions of northwestern China, central and southern North China, and southern parts of northeastern China could see maximum temperatures surpassing 20°C. Cities like Lanzhou and Yinchuan are forecasted to have maximum temperatures around 20°C, indicating a significant warming trend.

However, haze will also develop, particularly in central and southern North China, Huanghuai, and the Fenwei Plain, leading to deteriorating air dispersion conditions and light to moderate haze. The public is advised to take precautionary health measures.

Following October 26, cold air activity is expected to return, which may cause temperature drops in some regions, prompting everyone to stay updated on forecasts and adjust their clothing accordingly to prevent colds.

Re-elected GCIOBA President Pledges Early  Payment of Teachers’ Salaries 

Dr. Olawale Babalakin, the National President of the Government College Ibadan Old Boys Association (GCIOBA), recently announced a commitment to ensure that teachers employed by the association will receive their salaries on or before the 25th of each month, beginning in October.

Speaking at the inauguration of multi-million-naira infrastructure projects and during the school’s 95th-anniversary celebration, Babalakin highlighted the association’s dedication to enhancing the welfare of teachers. “We aim to pay salaries on or before the 25th of every month starting in October 2024. I urge our donors to fulfill their commitments well in advance to enable our treasury to implement our plans effectively,” he stated.

He further shared that the association’s Teachers’ Support Fund (TSF) currently supports 20 teachers, with ambitions to increase that number to 45. “Our goal is to employ 45 exceptional teachers to elevate the standards of education at GCI,” Babalakin noted, while also recognizing the significant contributions from the North America branch, which currently funds eight teachers and two technical staff, alongside assistance from other Old Boys who have supported the employment of an additional 10 teachers.

Lanre Olubi, the General Secretary of GCIOBA, elaborated on the association’s strategic 25-year plan aimed at positioning GCI among the top 10 schools in Nigeria. “In the past year, we’ve partnered with Price Waterhouse Cooper to create a roadmap for achieving the number one status for GCI. They’ve developed a 25-year plan with milestones for measuring our progress. In the next five years, we aspire to see GCI rank among the top 10 in the country,” he shared. Olubi emphasized that the commitment from Old Boys is essential for attracting and retaining high-quality teachers.

“We’re focused on ensuring that we have quality educators who can provide the necessary intellectual support to the students at Government College. GCIOBA stands as one of the most formidable old boys’ associations. While we face challenges in funding and participation, we believe more Old Boys should step up to take on these responsibilities,” he explained.

During the week-long celebration, former acting Governor of the Central Bank of Nigeria (CBN), Adebisi Shonubi, delivered a lecture titled “Haw, What We Do?” which underscored the significance of teacher quality in enhancing student performance. “Teacher quality refers to how educators utilize their knowledge, skills, and abilities to craft meaningful pedagogic experiences for students. It encompasses the interactions between students and teachers in the classroom and teachers’ behaviors that foster positive educational outcomes,” he remarked.

Thanks to the efforts of the Old Boys Association, the school has seen significant transformation with the completion of several multi-million-naira infrastructure projects. These initiatives were officially inaugurated by Oyo State Governor, Mr. Seyi Makinde.

Noteworthy projects include the renovation of the Principal’s Lodge by the Class of 1964, the construction of Grier House by Babalakin (Class of 1971), the refurbishment of the football pitch by the September Class of 1973, and the dining hall renovation by Demola Odutola (Class of 1970). Other completed projects encompass the renovation of the Assembly Hall, the Technical Drawing building, the Buttery, and Quadrangle buildings.

In his remarks, Governor Makinde commended the Old Boys for their dedication to revitalizing GCI, emphasizing their pivotal role in addressing infrastructure gaps in education. He reinforced his commitment to supporting their endeavors in creating a brighter future for Nigerian children, stating, “Only the gifted will be sent here.”

Professor Wen Xiaoyi, Dean of the School of Labor Relations and Human Resources at China University of Labor Relations, explained that previously, there were varying certification systems for different professions. Workers adhered to a skill system, while teachers and technical professionals followed a title system with different levels of certification. This reform streamlines the process, allowing individuals to be evaluated without redundancy, ultimately benefiting the integration of our talent pool.

Experts emphasize that industrial workers have historically focused primarily on practical skills. However, with the rise of a modern industrial system and the growth of a new productive force, many industrial workers are now involved in research, innovation, and technical challenges, creating corresponding knowledge and skill systems. The mutual recognition system will motivate workers to generate even greater value.

Professor Wen further noted, “This reform provides our industrial workers with more upward mobility paths and opportunities, enhancing their treatment and encouraging overall motivation within the workforce, which will help elevate their social status.”

One of the standout features of the mutual recognition system is its dual nature. The system allows for reciprocal recognition between vocational skills and professional titles or degrees, encouraging society to place greater importance on professional skill development and expanding the skilled workforce.

Professor Wen elaborated, “While the focus previously was primarily on the integration of vocational qualifications and skill levels with professional titles, this new aspect that includes educational degrees is a significant highlight of the reform.”

Experts also believe that this mutual recognition will enhance students’ hands-on capabilities and help build a knowledge-based, innovative, and skilled workforce. “University students shouldn’t just focus on theoretical knowledge; they need to integrate practical skills and learn from skilled workers,” Professor Wen stated.

Several provinces, including Shanxi and Guangdong, have already begun implementing the mutual recognition system.

In Shanxi, for example, outstanding skilled workers classified as technicians can be recognized with intermediate titles, while senior technicians may receive associate senior titles. The vocational and technical colleges can also appoint skilled workers to corresponding technical positions as needed.

Heilongjiang Province has standardized the recognition of 50 professional qualifications with titles, adding more to the list, such as registered surveyors and accountants, tour guides, auctioneers, equipment supervisors, and actuaries.

In Guangdong, skilled workers who achieve intermediate or advanced vocational qualifications will be eligible for benefits equivalent to those holding relevant educational degrees concerning household registration, title evaluation, and rank promotion.

Professor Wen emphasized that these benefits go beyond just financial remuneration, also including opportunities for further education, recognition awards, position appointments, rank promotions, and eligibility for research project applications. This overall enhancement of workers’ benefits reflects a shift towards valuing and rewarding skills within the industry.

Taiwan Railway Corporation may lose NT$7.4 billion in first year

Then they might say things like, “We need you to confirm your new Medicare card number to activate it,” or “There’s an error with your new Medicare card, and we need to replace it,” or “You have an old paper version; it’s time for the new plastic one.” Regardless of the tactic, their goal is to obtain personal information, including the new Medicare card number, and possibly even Social Security numbers.

Here are some key points for seniors to remember:

– Medicare will never call unexpectedly to ask for personal or private information.
– Seniors usually receive a written notification in the mail before any calls from government agencies.
– Any calls requesting Medicare information should be considered suspicious.
– There is no “plastic” Medicare card.

Ministry of Emergency Management of China- Continue to strengthen the construction of fire prevention and extinguishing infrastructure in border areas

On October 22, at a press conference held by China’s Ministry of Emergency Management, Director Yang Xudong of the Risk Monitoring and Integrated Fire Prevention Department highlighted the challenges posed by fire prevention along China’s extensive land border, which stretches over 22,000 kilometers and connects with 14 countries. He underscored that the pressure to prevent and extinguish fires in these border areas is significant, and efforts are underway to enhance the necessary infrastructure.

Recently, China and Mongolia conducted a joint fire prevention exercise focusing on border forest and grassland fires. During the conference, Yang noted that a comprehensive assessment of vegetation, combustible material distribution, and the frequency of fire incidents has identified six key countries of concern regarding border fire risks: Mongolia, Russia, North Korea, Kazakhstan, Myanmar, and Vietnam.

Yang explained that climate change and socio-economic development have increasingly posed threats from cross-border forest and grassland fires to China’s ecological safety and the well-being of its citizens. Statistics show that there have been 163 recorded cases of forest fires caused by flames crossing from abroad, including 16 that were particularly severe. In addition, there were 37 grassland fires, with six classified as major incidents. Over the past five years, the threat from foreign fires has approached 500 instances, significantly raising the stakes for fire prevention efforts in border regions.

To mitigate these risks, Yang announced that China has developed the “Comprehensive Prevention and Control Plan for Border Forest and Grassland Fires.” This three-year initiative aims to systematically implement international cooperation mechanisms for fire prevention, improve infrastructure, strengthen professional capacities, enhance risk management, and focus on data collection in five critical areas. The goal is to establish a robust fire prevention and control framework in the border regions.

Yang further elaborated on existing collaborations, stating that China has signed joint prevention agreements with countries like Mongolia and Russia, facilitating cooperation through meetings on fire prevention, communication on fire incidents, and collaborative response strategies.

He reiterated the commitment to strengthening fire prevention infrastructure along the borders, with over 7,400 kilometers of firebreaks constructed annually. This initiative plays a crucial role in stopping external fires from breaching the border while preventing domestic fires from spreading outward. Moreover, there will be continued enhancements to monitoring and early warning systems, professional capabilities, and resource equipment, all aimed at steadily improving operational readiness for fire emergencies.
